Senate bill No. 259, entitled

A bill to amend section 25 of Act No. 44 of the Public Acts of 1899, entitled "An Act to provide for the publication and distribution of laws and documents, reports of the several officers, boards of officers and public institutions of this State now or hereafter to be published, and to provide for the replacing of books lost by fire or otherwise, and to provide for the publication and distribution of the Official Directory and Legislative Manual of the State of Michigan, and to repeal Act No. 122 of the Session Laws of 1889, Act No. 20 of the Session Laws of 1889, and all other laws of parts of laws contravening or inconsistent with this Act;"

Pending the announcement of the vote upon the passage of the bill, The vote of Senator Loomis was demanded by Senator Humphrey. Whereupon Senator Loomis voted "nay," and was so recorded. Mr. Humphrey moved to suspend rule 36, providing that the vote upon any question shall not be reconsidered more than once.

The motion prevailed, two-thirds of all the Senators elect voting therefor.

Mr. Humphrey then moved to reconsider the vote by which the Senate today, refused to pass the above named bill.

The motion prevailed.

The question being on the passage of the bill,

Mr. Humphrey moved that the bill be laid on the table.

The motion prevailed.

House bill No. 642 (file No. 181), entitled

A bill to amend section 3 of Act No. 280 of the Public Acts of 1887, entitled "An Act to protect the owners and keepers of stallions," approved June 28, 1887, being section 1621c of Howell's Annotated Statutes, and being section 10786 of the Compiled Laws of 1897, as amended by Act No. 66 of the Public Acts of 1899, approved May 10, 1899;

Mr. Cannon moved to suspend rule 36, limiting the time within which a motion to reconsider a vote may be made.

The motion prevailed, two-thirds of all the Senators elect voting therefor.

Mr. Cannon then moved to reconsider the vote by which the Senate, on April 23, passed the above named bill.

The motion prevailed, a majority of all the Senators elect voting therefor.
