A bill to amend section 1 of Act No. 45 of the Public Acts of 1887, entitled "An Act to facilitate the disposal and settlement of taxes on vacant or part-paid swamp, school and other lands," approved March 24, 1887, as amended by Act No. 69 of the Session Laws of 1889, the same being section 3978 of Compiled Laws of 1897;

A bill making appropriations for the Michigan Home for the Feeble Minded and Epileptic for the fiscal years ending June 30, 1902, and June 30, 1903, and to provide for a tax to meet the same;

The following message from the House was received and read:

Sir-I am instructed by the House to transmit the following bill:
House bill No. 1160, By Mr. Ames, entitled

A bill to amend sections 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 22, 24, 26, 28, 31, 32, 33, 39, 40, 42, 45, 47 and 50 of an Act, entitled "An Act supplemental to the charter of the City of Detroit and relating to parks, boulevards and other public grounds in the said city; and to repeal Act No. 374 of the Local Acts of 1879, entitled 'An Act to provide for the establishment and maintenance of a broad street or boulevard about the limits of the City of Detroit and through portions of the Townships of Hamtramck, Greenfield and Springwells in the County of Wayne,' approved May 21, 1879," approved May 8, 1889, as amended; Which has passed the House by a majority vote of all the members elect, and by a vote of two-thirds of all the members elect been ordered to take immediate effect, and in which the concurrence of the Senate is respectfully asked.

Mr. Holmes moved that there be a call of the Senate.

The motion prevailed.

PROCEEDINGS UNDER THE CALL.

The roll of the Senate was called by the Secretary, and the following Senators were reported absent without leave: Messrs. Palmer and Pierson-2.

Mr. Holmes moved that the Sergeant-at-Arms be despatched after the absentees.

The motion prevailed.

Mr. Holmes moved that the Senate proceed with the regular order of business under the call.

The motion prevailed.

The question being on the reference of House bill No. 1160 to a committee,

Mr. Holmes moved that the rules be suspended, and that the bill be placed on its immediate passage.

The motion prevailed, two-thirds of all the Senators present voting therefor.

Pending the third reading of the bill,

Mr. Helme moved that the bill be referred to the Committee on Cities and Villages.

The Sergeant-at-Arms announced Mr. Pierson at the bar of the Senate. Mr. Holmes moved that Senator Pierson be admitted within the bar and allowed to take his seat.

The motion prevailed.

The question being on the motion made by Mr. Helme that the bill be referred to the Committee on Cities and Villages,

Mr. Helme demanded the yeas and nays.

The motion made by Mr. Helme then did not prevail, a majority of all the Senators present not voting therefor, by yeas and nays, as follows:

Which has passed the House by a majority vote of all the members elect, and by a vote of two-thirds of all the members elect been ordered

to take immediate effect, and in which the concurrence of the Senate is respectfully asked.
