Senate substitute for House bill No. 239 (Senate file No. 196), entitled A bill to define the legal qualifications of kindergarten, music, and drawing teachers in the State;

Was read a third time and, pending the taking of the vote on the passage thereof,

Mr. Earle moved to amend the bill as follows:

1. By striking out of line 8 of section 1, after the word "paid," the following: "Provided, That in cities organized under special law or charter, and maintaining kindergarten training schools, having a three years course, shall be exempt from the provisions of this Act," and inserting the same in line 10 of section 2 after the word "paid."

The amendment was received, a majority of all the Senators elect voting therefor.

The amendment was then adopted.

A bill to authorize the State Board of Health to determine the qualifications of, and issue licenses to persons engaged in preparing for burial or transportation human bodies dead of infectious or contagious diseases;

The question being on agreeing to the title,

Mr. Bangham moved to amend the title so as to read as follows: A bill to authorize the State Board of Health to determine the qualiications of, and issue licenses to persons engaged in preparing for transportation human bodies dead of infectious or contagious diseases. The motion prevailed, and the title was so amended. The title, as amended, was then agreed to.

House bill No. 72 (file No. 184), entitled

A bill to amend section 2 of chapter 4, and section 2 of chapter 6, as amended, of Act No. 254 of the Public Acts of 1897, entitled "An Act to provide for the construction and maintenance of drains, and the assessment and collection of taxes therefor, and to repeal all other Acts relative thereto," approved June 2, 1897, the same being compiler's sections Nos. 4341 and 4355 of the Compiled Laws of 1897, as amended by Act No. 272 of the Public Acts of 1899;

Mr. Helme moved that the bill be laid on the table.

Mr. Atwood demanded the yeas and nays.

The motion made by Mr. Helme then prevailed, a majority of all the Senators present voting therefor, by yeas and nays, as follows:

House bill No. 25 (file No. 32), entitled

A bill to amend section 2, section 6 and section 10 of an Act entitled "An Act to authorize proceedings against garnishees and for other purposes," being chapter 35 of the Compiled Laws of the State of Michigan of 1897;

Was read a third time and, pending the taking of the vote on the passage thereof,

Mr. High arose to a question of personal privilege and stated that during a previous discussion upon the above named bill, he had made the statement that one F. H. Cozzens had been working in the interest of the passage of the bill, had received contributions from the retail dealers of the State for the purpose of securing legislation favorable to them, and had stated that the money was necessary for the reason that "The wheels of the Legislature must be greased." Mr. High further stated that he had since learned that the above statement relative to the necessity of greasing the wheels of the Legislature had appeared in a newspaper known as "The Trade," edited by the said F. É. Cozzens, in a letter from a contributor, and that while Mr. Cozzens was not responsible for the expression, he had commented upon it in an editorial of said paper, in which he stated that "Money was needed." Mr. High also stated that a large amount of money had been collected from the merchants of the State for the purpose of furthering their interests in matters of legislation, but that it was not within his knowledge as to how the said money had been used.

The question being on the passage of the bill,
