Mr. Miller moved that the bill be ordered to take immediate effect. The motion prevailed, two-thirds of the Senators-elect voting therefor.

Mr. Watkins offered the following resolution:

Senate resolution No. 74.

Resolved by the Senate (the House of Representatives concurring), That the Governor be requested to appoint a commission without expense to the State to investigate the liquor problem, and report its findings to the next Legislature.

The question being on the adoption of the resolution,

The resolution was not adopted.

Mr. Watkins moved to reconsider the vote by which the Senate refused to adopt the resolution.

The motion prevailed.

After debate,

Mr. Cartier moved that the resolution be laid on the table.

The motion did not prevail.

Senate bill No. 417 (file No. 393), entitled

A bill to fix the salaries and to define the services of retired school teachers, and to provide means to meet the same;

Has amended the same as follows:

1. By striking out of line 9 of section 1 the words "primary" and "interest" and inserting in lieu thereof the words "teachers' pension." 2. By striking out of line 2 of section 5 the words "primary" and "interest" and inserting in lieu thereof the words "teachers' pension." 3. By adding to section 6 the following:

"This act shall not apply in school districts where a pension system is in operation in accordance with the provisions of any public or local act in force when it becomes effective."

Also:

Senate bill No. 295 (file No. 273), entitled

A bill to create and establish a State law library and provide for its management, control and maintenance;

Has amended the same as follows:

1. By striking out of line 3 of section 3 the words "who shall be an attorney at law and."

2. By striking out of line 4 of section 3 the word "Governor" and inserting in lieu thereof the words "Clerk of the Supreme Court." 3. By striking out of line 7 of section 3 the word "eight" and inserting in lieu thereof the word "five."

4. By striking out of lines 3, 4 and 5 of section 5 the words "at a salary not exceeding one thousand dollars per annum for each person so employed" and inserting in lieu thereof the words "and to fix the compensation to be paid for such assistance: Provided, That in no one year shall such compensation exceed the sum of two thousand dollars. Such compensation shall be."

5. By striking out section 7 and renumbering section 8 to stand as section 7.

6. By striking out sections 9, 10 and 11 and inserting in lieu thereof a new section to stand as section 8 and to read as follows:

Sec. 8. There shall be available for the State law library the sum of two thousand dollars for each of the fiscal years ending June 30, 1912, and June 30, 1913, of the appropriation heretofore made by Senate enrolled Act No. 12 of the Session of 1911, for the State library, to be used for the purchase of books, which sum shall be paid out of the general fund of the State Treasury to the State Law Librarian, at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his accounts to the Auditor General thereunder.

7. By renumbering section 12 to stand as section 9.

And has directed its chairman to report the same back to the Senate, asking that the amendments be concurred in, and recommend that, as amended, the bill pass.

Senate bill No. 378 (file No. 419), entitled

A bill to aid in the settlement of industrial disputes, to provide a board of mediation in the settlement of the same, and to aid in the prevention of strikes and lockouts, and to repeal all acts or parts of acts in contravention of this act;
