The committee of the whole has also had under consideration the following:

Senate bill No. 364 (file No. 360), entitled

A bill to create a State school-book commission, and to provide for free school text-books and supplies;

Has agreed to the following substitute for the bill:

A bill to provide for the appointment of a commission to investigate the school text-book situation.

The People of the State of Michigan enact:

Section 1. The Governor of the State of Michigan is hereby empowered to appoint a commission of three members to investigate the school text-book situation in this and other states, said commission to report to the Legislature of nineteen hundred thirteen and recommend to said Legislature a text-book bill.

Sec. 2. This commission, immediately after appointment, shall or ganize by choosing from its own membership a chairman and secretary. Sec. 3. The members of this commission shall serve without pay but their actual traveling expenses shall be audited by the Board of State Auditors and paid from the general fund of the State upon the warrant of the Auditor General. Said commission shall maintain its organization until July one, nineteen hundred thirteen, when it shall expire by limitation, unless renewed by subsequent act of the Legislature.

And has directed its chairman to report the same back to the Senate, asking that the substitute be concurred in, and recommend that, as substituted, the bill pass.

The committee of the whole has also had under consideration the following:

Senate bill No. 3 (file No. 3), entitled

A bill to create a department of public accounts, to provide for uniform accounts of public property and moneys, for uniform reports thereof, and for the audit of public offices and accounts; to prescribe penalties for violations of its provisions; and making appropriations to carry the same into effect;

Has directed its chairman to report the same back to the Senate, with the recommendation that further consideration of the bill be indefinitely postponed.

The committee of the whole has also had under consideration the following:

Senate bill No. 439 (file No. 416), entitled

A bill to provide for the appointment of a county farm manager and to prescribe his powers and duties and to provide for his compensation;

But not having gone through therewith, has directed its chairman to report progress thereon and asks leave to sit again for the further consideration of the bill.

The Senate concurred in the recommendation of the committee regarding the first, second, third, fourth, fifth, sixth and seventh named bills in the report and the bills were placed on the order of third reading of bills.

The Senate concurred in the amendments made to the eighth, ninth, tenth, eleventh, twelfth and thirteenth named bills in the report and the bills were placed on the order of third reading of bills.

The Senate concurred in the substitute agreed to by the committee for the fourteenth named bill in the report, and the bill as substituted was placed on the order of third reading of bills.

The Senate concurred in the recommendation of the committee regarding the fifteenth named bill in the report and further consideration of the bill was indefinitely postponed.

The Senate granted the committee leave to sit again for the further consideration of the sixteenth named bill in the report.

Section 1. It shall be lawful to use pound or trap nets, the meshes of the pot, crib or pocket of which shall not be less than two inches, extension measure, as manufactured, for taking or catching perch, herring and other rough fish, in the waters of Green Bay within the counties of Delta and Menominee, from the first day of September in each year until the first day of July in the year following.

2. By striking out section 2 and inserting a new section to stand as section 2 and to read as follows:
