The Committee on Banks and Corporations reports
House bill No. 371 (file No. 182), entitled

A bill to amend section 7 of Act No. 205 of the Public Acts of 1887, entitled "An act to revise the laws authorizing the business of banking, and to establish a banking department for the supervision of such business," the same being section 6096 of the Compiled Laws of 1897;

With the following amendments thereto :

1. By striking out of lines 22 and 23 of section 7 the words "shall have no authority" and inserting in lieu thereof the words "may, in his discretion, refuse."

2. By adding to section 7 the following further proviso: "Provided, further, if the Commissioner of the State Banking Department refuses to issue the certificate applied for for any reason, the application shall not be renewed by the same applicant or applicants or major portion thereof until the expiration of one year from the date of such refusal." Recommend that the amendments be concurred in, and that when so amended the bill pass.

The Committee on Cities and Villages reports

House bill No. 452 (file No. 181), entitled

A bill to amend section 1 of Act No. 249 of the Local Acts of 1871, entitled "An act to incorporate the city of Alpena," as amended, and to further amend said act by adding thereto a new section to stand as section 2;

With the following amendments thereto :

1. By striking out of line 6 of section 2 the word "the" and inserting in lieu thereof the word "such."

2. By striking out of line 6 of section 2 the words "to be held." 3. By striking out line 7 of section 2.

4. By striking out of line 8 of section 2 the words "day in April, A. D. 1911."

Recommend that the amendments be concurred in, and that when so amended the bill pass.

A bill to amend Act No. 164 of the Public Acts of 1877, entitled "An act to authorize cities, incorporated villages and townships to estab lish and maintain free public libraries and reading rooms," by adding thereto a new section to be known as section 10a; With the recommendation that the bill pass.

MESSAGES FROM THE HOUSE.

The following message from the House was received and read:

To the President of the Senate:

House of Representatives,
April 12, 1911.

Sir:-I am instructed by the House to return to the Senate the following bill:

Senate bill No. 149 (file No. 139), entitled

A bill to provide for the assessment and the collection of a specific

tax upon the class of credits founded upon and evidenced by mortgages and liens upon real property, and to repeal all acts and parts of acts in contravention thereto;

And to inform the Senate that the House has amended the same as follows:

1. By inserting in line 9 of section 2 after the word "library" the word "armory;"

2. By striking out of line 3 of section 7 the word "all" and inserting in lieu thereof the words "one-half of the;"

3. By inserting in line 4 of section 7 after the word "account" the words "and the county treasurer shall credit to the general fund of the county the specific taxes collected by him as aforesaid;"

And that in the passage of the bill, as thus amended, the House has concurred.

A bill to amend section 5 of Act No. 212 of the Public Acts of 1893, entitled "An act establishing a home for the soldiers, sailors and marines who served in the late civil war, their wives and mothers, and making an appropriation for the erection and maintenance thereof," approved June 2, 1893, being compiler's section 2070 of the Compiled Laws of 1897;

And to inform the Senate that the House has amended the same as follows:

1. By inserting in line 10 of section 5 before the word "for" the words "except fines imposed."

2. By inserting in line 12 of section 5 after the word "shall" the words "give proper receipt for same and."

And that in the passage of the bill, as thus amended, the House has concurred.

In this action of the House the concurrence of the Senate is respectfully asked.

A bill to amend section 16 of Act No. 244 of the Public Acts of 1903, entitled "An act to amend sections 1 and 4 of Act No. 191 of the Public Acts of 1877, entitled 'An act to authorize the formation of partnership associations, in which the capital subscribed shall alone be responsible for the debts of the association, except under certain circumstances,' as amended, the same being sections 6079 and 6082 of the Compiled Laws of 1897, and to further amend said act by adding five new sections to stand as sections 12, 13, 14, 15 and 16," approved June 18, 1903; relative to organization of partnership associations;

And to inform the Senate that the bill has passed the House.

In this action of the House the concurrence of the Senate is respectfully asked.
