The Committee of Conference to which was referred the matters of difference existing between the two Houses relative to Senate bill No. 106 (file No. 96), entitled A bill making appropriations for the Michigan State Normal College for current expenses for the fiscal years ending June 30, 1912, and June 30, 1913, and for building and special purposes for said institution for the fiscal year ending June 30, 1912, and for building and special purposes for the fiscal year ending June 30, 1913, and to provide a tax to meet the same; Begs leave to report that it met with the conferees from the House, and that the matters of difference were adjusted by mutual concessions which will be reported with the return of the bill from the House. House bill No. 465 (file No. 199), entitled A bill to regulate the taking of blue backed herring in the waters of lakes Superior, Michigan, Huron and Erie, and the bays thereof within the jurisdiction of this State; Was read a third time and passed, a majority of the Senators-elect voting therefor, by yeas and nays, as follows: The question being on agreeing to the title, Mr. Collins moved to amend the title so as to read as follows: A bill to permit of the use of pound nets with meshes not less than two inches for taking perch, herring and other rough fish, and of gill nets with meshes not less than three and one-eighth inches, extension measure, for taking "Menominees," during certain season of the year, in the waters of Green Bay within the counties of Delta and Menominee, where they will not interfere with or catch immature white fish, lake trout or wall-eyed pike; The motion prevailed, and the title of the bill was amended. The title of the bill as amended, was then agreed to. Unanimous consent being obtained, Mr. Putney moved to take from the table A bill to amend sections 1, 3 and 4 of chapter 1 and section 15 of chapter 3 of Act No. 164 of the Public Acts of 1881, entitled "An act to revise and consolidate the laws relating to public instruction and primary schools, and to repeal all statutes and acts contravening the provisions of this act," being sections 4639, 4641, 4642 and 4680 of the Compiled Laws of 1897. The motion prevailed. The question being on the passage of the bill, Mr. Vanderwerp moved to amend the bill as follows: 1. By inserting in line 64 of section 2 after the word "board" the words "except city school districts." 2. By inserting in line 4 of section 3 after the word "State" the words "except city school districts." 3. By striking out of line 1 of section 4 the word "annually" and inserting in lieu thereof the words "in the year 1912 and annually thereafter." 4. By inserting at the end of line 14 of section 4 the words "The primary school interest fund payable under the law now existing shall be apportioned and paid between the first and tenth days of November, 1911." 5. By inserting at the end of section 4 the following proviso: "Provided, That if any deficiency shall be caused in the teachers' wages fund in any school district by the changing of the date of the apportionment of the primary school interest fund by the Superintendent of Public Instruction that the school board or board of education of said district shall have authority first to borrow on the warrant of the district a sum sufficient to meet such deficiency or, second, to borrow and issue bonds of the school district for the sum of such deficiency for a period not to exceed five years." 6. By striking out of line 27 of section 15 the word "act" and inserting in lieu thereof the word "section." The question being on receiving the amendments, The amendments were received, a majority of the Senators-elect voting therefor. The amendments were then adopted. The question being on the passage of the bill, The bill was then passed, a majority of the Senators-elect voting therefor, by yeas and nays, as follows: Mr. Fowle moved that the members of the Senate now proceed to the Hall of the House of Representatives to meet the members of the House in joint session, to receive the reports of the select committees, appointed to conduct the recent recount for the office of Circuit Judge in the counties of Wayne and Macomb. The motion prevailed. The Senate then proceeded to the Hall of the House of Representatives. At 8:10 o'clock p. m., the Senate, returned to the Senate Chamber. The President announced that the Senate had met the House in joint convention and had therein adopted the reports of the select committees appointed to conduct the recount for Circuit Judges in the counties of Wayne and Macomb, and it was officially declared that Alfred A. Murphy, Henry A. Mandell, George S. Hosmer, George P. Codd, P. J. M. Hally and Philip T. Van Zile were duly elected to the office of circuit judge of the third judicial circuit; and that James G.
