The Eighty-first Legislature convened on the third day of January and recessed on the seventh day of April, A. D. 1923.

According to the provisions of section sixteen, article thirty-one, of the constitution, no act or resolve, other than emergency measures, shall take effect until ninety days after the recess of the legislature.
