SIR: I have the honor to transmit herewith, for the consideration of Congress, a communication from the Acting Secretary of Commerce and Labor of this date, submitting an estimate of appropriation for the fiscal year ending June 30, 1911, as follows:

Weights and measures, Bureau of Standards.-To enable the bureau to collect information relative to the weights and measures used in trade and to aid state sealers and other officers in adopting standard practice as to the establishment of tolerances, methods of inspection and sealing, and other technical details necessary to insure correct weights and measures in commerce and trade, ten thousand dollars. SIR: I have to request that the following estimate of appropriation for the fiscal year ending June 30, 1911, be transmitted to the Speaker of the House of Representatives:

Weights and measures, Bureau of Standards.-To enable the bureau to collect information relative to the weights and measures used in trade and to aid state

sealers and other officers in adopting standard practice as to the establishment of tolerances, methods of inspection and sealing, and other technical details necessary to insure correct weights and measures in commerce and trade, ten thousand dollars. (35 Stats., 905.)

A similar appropriation was made for use during the fiscal year ending June 30, 1910. At the time of the preparation of the estimates for the fiscal year 1911, the work contemplated by the appropriation had not begun, and as it was the policy of the department not to ask for a further appropriation for this purpose, it was omitted from the regular estimates for the next fiscal year in the hope that the work could be fully and satisfactorily done during the current fiscal year.

The results so far obtained show the necessity for a thorough investigation to insure correct weights and measures in trade, in order that the interests of the people may be properly safeguarded. The public interest is aroused in this important matter and the expenditures already made are resulting in concerted action with the Bureau of Standards by the state and city weights and measures officials, who recently met in this city for discussion of the subject. These officials are anxious that the work now being done by the Bureau of Standards shall be continued another year, during which time it is hoped to establish a standard system of investigation throughout the United States, by municipalities.

SIR: Referring to the custom-house and post-office building at Bangor, Me., I have the honor to advise you that the approaches about the building are liable to great damage on account of high water, the building standing on an island, and in order to protect the property it will be necessary to repair the retaining wall and approaches at an expense of $60,000. I have, therefore, earnestly to recommend that the following item be included in the sundry civil bill:

Bangor, Me., United States custom-house and post-office: For retaining wall and approaches, $60,000.

SIR: I have to request that the following estimate for appropriation be transmitted to the Speaker of the House of Representatives:

For the construction of an 8-inch, cast-iron water main from pier No. 14, in the city of Galveston, Tex., across the channel of the harbor of Galveston, Tex., to such place on "Pelican Spit," Galveston Harbor, as may be necessary to furnish ample water facilities to the immigrant station thereon, $15,158.

For the construction and complete installation of electric light, power, and telephone cables between the city of Galveston, Tex., and the immigrant station on "Pelican Spit," $5,000.
