These resolutions be transmitted to those who are in a position to

exercise influence in diverting this legislation, which is enacted
would be nothing less than a nullification of the only military
policy our country has ever had, and would void a most important
act of Congress itself and would be nothing less than a National

calamity, and
Be it further resolved, that a copy of these resolutions be sent to

every member in Congress from Michigan, with a request that he
refrain from voting on this very important legislation until he
fully understands its full purport, and realizes that the passing
of this appropriation as recommended by the House sub-committee
means the wrecking of the Organized Reserves, the third com-

ponent part of the Army of the United States.

Sergeant-at-Arms, Ex-Senator Captain Charles Tufts, and
Whereas, Captain Tufts is a distinguished and honorable ex-member

of this body and a faithful and efficient public servant and a true

and loyal friend to all of the members of this body,
Therefore, Be it resolved, That the Senate hereby expresses its

deepest sympathy to its ex-member and present Sergeant-at-Arms
in this serious illness, and its sincere hope that he may be blessed

with a speedy recovery and return to his post in this body, and
Be it further resolved, That a copy of these resolutions be pre-

sented to Captain Tufts in person by a committee of three Sena-
tors to be appointed by the President of the Senate, provided his

illness will permit their presentation.

31. Whereas, The Senate has learned of the great sorrow which has come

to Senator William L. Case in the loss of his son, Walter F. Case,
a faithful soldier of the World War, whose death occurred at

Battle Creek this morning.
Resolved, That we extend to our brother Senator our heartfelt sym-

pathy in his great bereavement.
Resolved, further, That these resolutions be spread upon the journal

of the Senate and a copy thereof be transmitted to Senator Case.

saddest of all bereavements, the loss of his mother, whose death

occurred this morning;
Resolved, that we, his colleagues in the Senate, extend to Senator

Case and his family our deep sympathy and heartfelt condolence;

and be it further
Resolved, that these resolutions be spread upon the Journal of the

Senate and a copy be transmitted by the Secretary to Senator Case.

33. Whereas, The Senate Committee on Labor has investigated the hours

of labor and salaries of the nurses and attendants at the Kalama-
zoo State Hospital, and find that the dissatisfaction of such nurses
and attendants with the conditions of their employment is not
caused so much by the long hours of work as by the low rate of

compensation for their services,
Therefore, Be it Resolved, By the Senate of the State of Michigan,

that it recommend, as a proper solution of the problem, that all
persons employed as nurses or attendants in any state hospital
or institution for the care, treatment or maintenance of insane,
idiotic, feeble-minded or epileptic persons be paid for their services
at the rate of not less than fifteen cents per hour, and that such
employes who elect to lodge within such hospital or institution

shall, in addition, be furnished their room, board and laundry.
Resolved further, That the secretary of the Senate transmit a copy

of this resolution to the Board of Trustees of each such state
hospital or institution.

305 Offered by Senator Wood, April 18, laid over one day............624-625 34. Resolved, That the Senate has heard with profound sorrow of the

death of the Honorable Fred M. Warner, formerly a distinguished
member of this body. His long service in the public life of Michi-
gan, he having served two terms in the Senate, four years as
Secretary of State and three terms as Governor, stands as a record
of public service unequaled by any other citizen of the Common-
wealth. His record in public and private life was beyond re-
proach. In his death the State sustains an irreparable loss and
the Senate hereby records its appreciation of a notable, a success-

ful and a great career in the interest of the people.
Resolved further, that the Senate extends sincere sympathy to the

bereaved family.
Resolved further, that a copy of these resolutions be transmitted

to the family of the deceased.

637 35. Resolved, That the Senate purchase the group picture of the Senate

now on exhibition in the Senate, and that the President of the Sen-
ate be and he is hereby directed to issue a voucher to Ralph

Ellison in payment therefor.

ized and directed to draw vouchers for compensation to all em-
ployes of the Senate up to and including the day of final adjourn-
ment thereof: Provided, however, That the Sergeant-at-Arms
shall certify to the President and Secretary whether each em-
ploye under his direction has fully completed the work assigned
him; and provided further, That no employe shall be paid in full
unless the President and Secretary shall determine that such
employe has performed all duties required of him for the session

and that he is entitled to such compensation,
