General Orders.

Mr. Leland moved that the Senate resolve itself into Committee of the Whole for consideration of the general orders.

The motion prevailed and the President designated Mr. Leland as chairman. Accordingly the Senate resolved itself into Committee of the Whole, with Mr. Leland in the chair.

After some time spent therein the committee rose; and, the President pro tempore having taken the chair, the committee, through its chairman, reported back to the Senate, favorably and without amendment, the following entitled bills: Senate bill No. 17 (file No. 302), entitled

A bill to make appropriations for the Northern State Normal School for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes.

A bill to amend sections 1, 2, 3, 4, 5, 6, 7 and 8 of Act 263 of the Public Acts of 1915, entitled "An act to provide for an angler's license for nonresidents of the State to take or catch or attempt to take or catch fish with hook and line in the lakes and streams within the jurisdiction of the State of Michigan; to provide that licensees may take from the State one day's legal catch; to provide for the issuance of licenses and collection of fees therefor; to authorize and regulate the disbursement of license fees collected; to provide a penalty for the violation of this act, and to repeal Act No. 329 of the Public Acts of 1913.

Senate bill No. 291 (file No. 256), entitled

A bill to provide for the acceptance by the State of gifts, grants and other conveyances of property for use as public hospitals or sanatoriums, or in connection with the operation or maintenance thereof, to authorize conveyances of such property in certain cases, and to provide for the use, operation and maintenance of hospitals and sanatoriums, and other property so acquired.

Senate bill No. 41 (file No. 309), entitled

A bill to make appropriations for the Legislature for the fiscal years ending June 30, 1923, June 30, 1924, and June 30, 1925, for maintenance, operation and other specific purposes.

Senate bill No. 313 (file No. 281), entitled

A bill to amend section 31 of Act No. 338 of the Public Acts of 1917, entitled, as amended, "An act to prohibit the manufacture, sale, keeping for sale, giving away, bartering, furnishing, possessing, importing or transporting of any vinous, malt, brewed, fermented, spirituous or intoxicating liquors, except for medicinal, mechanical, chemical, scientific and sacramental purposes; to regulate the manufacture, sale, possession, importation and transportation thereof for such excepted purposes; to provide for the enforcement of, and to prescribe penalties for violations of this act; to prohibit certain advertising and advertisements pertaining to the liquor traffic; to prescribe the duties of officers, and of carriers pertaining to the liquor traffic; to prescribe rights of action, recovery of damages and rules of evidence thereunder; and to repeal all acts in conflict therewith," as last amended by Act No. 336 of the Public Acts of 1921.

House bill No. 408 (file No. 201), entitled

A bill to amend Act No. 163 of the Public Acts of 1921, entitled "An act creating the State Welfare Department, prescribing its form of organization, its powers and duties; providing for the management and control of State hospitals, prisons and other State institutions of a special nature; to provide for the welfare of persons in the custody or under the tutelage of the State; abolishing certain boards governing institutions embraced within this act, and creating certain commissions in succession thereto; and making an appropriation for certain purposes of this act," by adding a new section thereto after section 14 thereof, to stand as section 14-a. Senate bill No. 247 (file No. 311), entitled

A bill relative to the Teachers' Retirement Fund of every city having a population of more than two hundred fifty thousand and comprising a single school district, wherein pursuant to law there is a local public school teachers' retirement fund.

The bills were placed on the order of Third Reading of Bills.

The Committee of the Whole, through its Chairman, reported back to the Senate, favorably and with amendments, the following entitled bill: Senate bill No. 241 (file No. 195), entitled

A bill to authorize the payment of salaries to certain county officers, to provide for the collection and disposition of fees by such officers, and to designate the times at which the amount of such salaries shall be fixed and determined.

The following are the amendments recommended by the Committee of the Whole: (1) Section 1, line 3, as amended, after the word "deeds," strike out "circuit court stenographer."

(2) Section 1, line 10, after the word "in," strike out "April" and insert in lieu thereof "June."

(3) Section 1, line 13, after the word "supervisors," strike out all other words in lines 13, 14 and 15.

(4) Section 7, line 22, after the word "offices," insert "Provided, That the provisions of this section shall not apply to any county operating under the provisions of Act No. 307 of the Public Acts of 1917."

The Senate agreed to the amendments recommended by the Committee of the Whole and the bill as amended was placed on the order of Third Reading of Bills.

The Committee of the Whole, through its Chairman, reported back to the Senate, favorably and with amendments, the following entitled bill: House bill No. 107 (file No. 53), entitled

A bill to repeal Act No. 50 of the Public Acts of 1915, entitled "An act to provide for the payment of bounties for the killing of common rats," being sections 7264, 7265, and 7266 of the Compiled Laws of 1915, as amended by Act No. 114 of the Public Acts of 1919.

The following are the amendments recommended by the Committee of the Whole:

(1) Strike from line 4 of section 1 of the enacting clause the word "repealed," and add the following: "amended by adding a new section thereto to stand as section four, and to read as follows:

(2) Add a new section to stand as section 4, to read as follows:

Sec. 4. The Board of Supervisors of any County at the annual meeting held in October may, by a majority vote of the supervisors elect, suspend the operations of this act within such county; and this act shall then remain suspended in such county until revived by like majority vote at an October session."
