Introduction of Bills.

Mr. Connelly introduced

Senate bill No. 339, entitled

A bill to authorize the issuance of registered bonds of the State in exchange for coupon bonds and to provide for the refunding of certain outstanding bonds of the State.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Highways.

Mr. Pearson introduced

Senate bill No. 340, entitled

A bill to amend section 1 of Act No. 70 of the Public Acts of 1917, entitled "An act to increase the efficiency of the military establishment of the State of Michigan and to make an appropriation therefor," approved April 17, 1917.

The bill was read a first and second time by its title, ordered printed, and referred to the Committee on Military Affairs.

A bill to fix the compensation of circuit court stenographers in the several judicial circuits of the State.

A bill to amend Act No. 163 of the Public Acts of 1921, entitled "An act creating the State Welfare Department, prescribing its form of organization, its powers and duties; providing for the management and control of State hospitals, prisons and other State institutions of a special nature; to provide for the welfare of persons in the custody or under the tutelage of the State; abolishing certain boards governing institutions embraced within this act, and creating certain commissions in succession thereto; and making an appropriation for certain purposes of this act," by adding a new section thereto after section 14 thereof, to stand as section 14-a.

Pending the third reading of the bill,

Mr. Bernie L. Case moved to reconsider the vote by which the Senate adopted the following amendment to the bill:

"Section 14-a, line 9, after the word "compensation," strike out the period and insert in lieu thereof a comma and add the following words: "said compensation not to exceed in any event the sum of seven thousand five hundred dollars per year."

The motion prevailed.

The question then being on the adoption of the amendment,

Mr. Bernie L. Case withdrew the amendment.

The bill having been read a third time and the question then being on its passage, the roll was called and the Senators voted as follows:

A bill to authorize township boards to make improvements in streets, alleys and public places in certain cases, by grading, curbing, graveling or cinderizing streets; to provide for making, levying and collecting of special assessments to pay the cost thereof, and to issue special assessment bonds in anticipation of the collection of such special assessment taxes to provide the money with which to pay the cost of such improvement.

A bill to amend section 10 of Act No. 300 of the Public Acts of 1909, entitled "An act to define and regulate common carriers and the receiving, transportation and delivery of persons and property, prevent the imposition of unreasonable rates, prevent unjust discrimination, insure adequate service, create the Michigan Railroad Commission, define the powers and duties thereof, and to prescribe penalties for violations thereof," being section 8118 of the Compiled Laws of 1915. Pending the taking of the vote on the passage of the bill,

Mr. Hunter offered the following amendments:

(1) Section 10, line 114, after the word "courts," insert "of this State to recover the amount of such excessive charge."

(2)

Section 10, line 117, strike out "of", and insert in lieu thereof "in." (3) Section 10, line 117, after the word "defense," insert "of such."

The amendments were seconded, a majority of the Senators present voting therefor.

The amendments were then considered and agreed to, a majority of all the Senators-elect voting therefor.

Pending the order that, under rule 37, the bill lie over one day,

Mr. Hunter moved that the rule be suspended and that the bill be placed on its immediate passage.

The motion prevailed, two-thirds of the Senators present voting therefor. The question then being on the passage of the bill, the roll was called and the Senators voted as follows:
