The following is the bill:

Senate bill No. 236, entitled

A bill to provide for the payment of compensation for the death of George A. Ferris, killed while in the discharge of his duty as an employee in the Jackson State Prison and by a prisoner serving sentence therein, and to provide a tax to meet the same.

The People of the State of Michigan enact:

Section 1. The State Administrative Board of the State of Michigan is hereby authorized, empowered and directed to pay compensation for the death of George A. Ferris, killed while in the discharge of his duties as an employee of the State of Michigan, at the State Prison at Jackson, Michigan, on the fifteenth day of June, 1907, by a prisoner then and there serving a sentence in said State Prison; said

compensation to be paid in the amount and to the persons who would be entitled to the same if said deceased person had been employed by the State of Michigan, under the provisions of the so-called Workmen's Compensation Law, same being Act No. 10 (First Extra Session) of the Public Acts of Michigan for the year nineteen hundred twelve, as amended.

Sec. 2. There is hereby appropriated from the general fund of the State for the year nineteen hundred twenty-three, the sum of four thousand three hundred dollars, for the purpose of carrying out the provisions of this act.

Sec. 3. The Auditor General shall incorporate in the State tax for the year nineteen hundred twenty-three a sufficient amount to reimburse the general fund for the appropriation hereby made.

A bill to amend sections 2, 5 and 6 of Act 138 of the Public Acts of 1921, entitled "An act to promote the establishing of deep-water connections between the Great Lakes and the Atlantic Ocean, to provide for a commission to carry out the object hereof, to make an appropriation for expenses incurred hereunder, and to provide a tax to meet the same."

Pending the taking of the vote on the passage of the bill, Mr. Gansser offered the following amendments:

(1) Section 5, line 2, after the word "twenty-four," strike out the word "ten" and insert in lieu thereof the word "fifteen."

(2)

Section 5, line 3, after the word "twenty-five", strike out the word "ten" and insert in lieu thereof the word "fifteen."

The amendments were seconded, a majority of the Senators present voting therefor.

A bill to amend section 3 of Act No. 142 of the Public Acts of 1913, entitled "An act to provide for the assessment and the collection of a specific tax upon secured debts other than debts secured or evidenced by mortgages and liens upon real property and which mortgages and liens are recorded in Michigan, and upon certain foreign municipal bonds, and to repeal all acts and parts of acts in contravention thereto," being section 4284 of the Compiled Laws of 1915.

General Orders.

Mr. Condon moved that the Senate resolve itself into Committee of the Whole for consideration of the general orders.

The motion prevailed and the President designated Mr. Condon as chairman. Accordingly the Senate resolved itself into Committee of the Whole, with Mr. Condon in the chair.

After some time spent therein the committee rose; and, the President having resumed the chair, the committee, through its chairman, reported back to the Senate, favorably and without amendment, the following entitled bills:

A bill to amend section 12 of Act No. 132 of the Public Acts of 1903, entitled as amended, "An act empowering the State Board of Health to examine, determine the qualifications of and issue licenses to persons engaging in the business of embalming, undertaking or funeral directing, and to provide for the revocation of such licenses in certain cases; to provide for emblamers' apprentices and their reg. istration; to regulate the practice of embalming, shipping and caring for dead human bodies, and to provide a penalty for the violation of this act," as added by Act No. 62 of the Public Acts of 1921, approved April 15, 1921, being section 6906 to 6915, inclusive, of the Compiled Laws of 1915.

House bill No. 229 (file No. 146), entitled

A bill to amend sections 3 and 4 of Act 370 of the Public Acts of 1921, entitled "An act to protect the public health, to provide for the furnishing and distribution by the State Commissioner of Health, of antitoxin and other biological products for the prevention and treatment of diphtheria, to authorize the purchase and manufacture thereof, and to make appropriations therefor."
