The following are the amendments recommended by the committee:

(1) Section 1, line 1, before the words "Section 19" insert "The title and."

Section 1, line 12, strike out "is" and insert "are."

After enacting Section 1 insert the following:

"An act to revise, consolidate and add to the laws relating to the establishment, opening, improvement, maintenance and use of the public highways and private roads, the condemnation of property and gravel therefor; the building, repairing and preservation of bridges; (the constructing and maintaining of footpaths or sidewalks and the acquiring and improving of wayside parks;) setting and protecting shade trees, drainage, cutting weeds and brush within this State, and providing for the election and defining the powers, duties and compensation of State, county, township and district highway officials."

The report was accepted.

A bill to amend section 12 of Act No. 132 of the Public Acts of 1903, entitled as amended, "An act empowering the State Board of Health to examine, determine the qualifications of and issue licenses to persons engaging in the business of embalming, undertaking or funeral directing, and to provide for the revocation of such licenses in certain cases; to provide for embalmers' apprentices and their registration; to regulate the practice of embalming, shipping and caring for dead human bodies, and to provide a penalty for the violation of this act," as added by Act No. 62 of the Public Acts of 1921, aproved April 15, 1921, being sections 6906 to 6915, inclusive, of the Compiled Laws of 1915.

A bill to provide for the registration, identification and regulation of motor vehicles and trailers attached thereto, operated upon the public highways of this State, and of the operators of such vehicles, and to provide for levying specific taxes upon such vehicles so operated, and to provide for the disposition of such funds and to exempt from all other taxation such motor vehicles so specifically taxed, registered, identified and regulated, and to repeal Act No. 302 of the Public Acts of 1915 as amended, and all other acts and parts of acts inconsistent herewith or contrary hereto.

Pending the taking of the vote on the passage of the bill,

Mr. Smith offered the following amendments:

(1) Section 7, line 2, after the word "taxation," insert "except the fees provided by law to be paid by common carriers under the jurisdiction of the Public Utilities Commission."

(2) Section 7, in the amendment adopted April 24th to lines 10, 11, 12 and 13, strike out the words "And ten cents additional for each 2000 pounds in excess of 9000 pounds," and insert in lieu thereof the following:

The amendments were seconded, a majority of the Senators present voting therefor.

The amendments were then considered and agreed to, a majority of all the Senators-elect voting therefor.

Pending the order that, under rule 37, the bill lie over one day,
Mr. Connelly offered the following amendments:

(1) Section 23, as amended, subdivision c, lines 47 and 48, strike out the words "is hereby made expressly" and insert the words "shall be in accordance with the laws governing the construction and maintenance of highways, but also expressly." (2) Section 23, as amended, subdivision c, line 50, after the word "prescribe" strike out the period and insert a colon and the following: "Provided, however, That nothing in this act shall be construed so as to conflict with the requirements of the Act of Congress (thirty-nine, Statute Laws three hundred fifty-five), entitled "An act to provide that the United States shall aid the states in the construction of rural post roads and for other purposes," and the regulations of the Department of Agriculture regarding the construction or maintenance of roads on the Federal Aid system."

The amendments were seconded, a majority of the Senators present voting therefor.

The amendments were then considered and adopted, a majority of all the Senators-elect voting therefor.

Under rule 37, the bill was ordered to lie over one day.

General Orders.

Mr. Riopelle moved that the Senate resolve itself into Committee of the Whole for consideration of the general orders.

The motion prevailed and the President designated Mr. Riopelle as chairman. Accordingly the Senate resolved itself into Committee of the Whole, with Mr. Riopelle in the chair.

After some time spent therein the committee rose; and, the President pro tempore having taken the chair, the committee, through its chairman, reported back to the Senate, favorably and without amendment, the following entitled bills: Senate bill No. 306 (file No. 270), entitled

A bill to provide for the daily reading of selected passages from the Bible in the public schools of this State.

A bill to promote conservation and development of the natural resources of this State by authorizing and empowering corporations organized for the purpose of generating electricity by the use of water power, to acquire flowage rights, right of way or the fee in lands to be used by them, through condemnation proceedings in certain cases and declaring same to a public use. Senate bill No. 52 (file No. 22), entitled

A bill to amend sections 1 and 2 of Act No. 188 of the Public Acts of 1899, entitled "An act to provide for the taxation of inheritances, transfers of property by will, transfer of property by the intestate laws of the State, or transfers of property by deed, grant, bargain, sale or gift, made in contemplation of the death of the grantor, vendor or donor or intended to take effect in possession or enjoyment at or after such death," being sections 14524 and 14525 of the Compiled Laws of 1915, as amended by Act No. 148 of the Public Acts of 1919.
