Mr. Brower moved that the Committee on Finance and Appropriations be discharged from the further consideration of the bill and that it be returned to the House in accordance with the request therefor.

A bill to amend sections 13, 14 and 15 of chapter 30, of Act No. 314 of the Public Acts of 1915, "The Judicature Act of 1915," being sections 13241, 13242 and 13243 of the Compiled Laws of 1915, as last amended by Act No. 293 of the Public Acts of 1921, and to add three new sections thereto to stand as sections 15-a, 15-b and 15-c.

The message informed the Senate that the House of Representatives has passed the bill.

A bill to amend section 2 of Act No. 195 of the Public Acts of 1903, as amended, entitled "An act to provide for the taxation of inheritance, transfers of property by will, transfers of property by the intestate laws of this State, or transfers of property by deed, grant, bargain, sale or gift, made in contemplation of the death of the grantor, vendor, or donor, or intended to take effect in possession or enjoyment at or after such death."

The message informed the Senate that the House of Representatives has passed the bill.

The bill was read a first and second time by its title and referred to the Committee on Judiciary.

Mr. Glaspie moved that the rules be suspended and that all Senate bills reported out by Committees during the remainder of this session be placed on the order of Third Reading of Bills and be in order for consideration the same or any subsequent day.

The motion prevailed, two-thirds of the Senators present voting therefor.

A bill to make appropriations for the State Highway Department for the fiscal years ending June 30, 1924, and June 30, 1925, for certain specific purposes, and to designate the source from which money so appropriated shall be paid. The People of the State of Michigan enact:

Section 1. There is hereby appropriated for the State Highway Department for the fiscal year ending June 30, 1924, the sum of $821,440.00, and for the fiscal year ending June 30, 1925, the sum of $831,190.00, which appropriation shall be a charge upon the State Highway Fund derived from the net income of the State from the registration of motor vehicles, drivers and chauffeurs, and which sums shall be expended for the following purposes:

Each of such amounts shall be used solely for the specific purposes stated, provided that the number of employes, and the compensation to be paid thereto and all disbursements hereunder shall be subject to the approval of the State Administrative Board.
