A message was received from the House of Representatives returning
Senate bill No. 24 (file No. 250), entitled

A bill to make appropriations for the Traverse City State Hospital for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes.

The message informed the Senate that the House has amended the bill as follows:

1. Amend by striking out of line 3, section 1, the words "five hundred twenty thousand, four hundred twenty-nine" and inserting in lieu thereof the words "five hundred ten thousand four hundred twenty-nine."

2. Amend by striking out of lines 4 and 5, section 1, the words "five hundred nineteen thousand seven hundred fifty-nine" and inserting in lieu thereof the words "five hundred nine thousand seven hundred fifty-nine."

3. Amend by striking out of section 1, line 17, the amounts "45,982.00-45,982.00" and inserting in lieu thereof the amounts "35,982.00--35,982.00."

4. Amend by striking out of line 20, section 1, the amounts "497,609.00-497,609.00" and inserting in lieu thereof the amounts "487,609.00-487,609.00."

5. Amend by striking out of line 23, section 1, the amounts "520,429.00-519,759.00" and inserting in lieu thereof the amounts "510,429.00-509,759.00."

The message further informed the Senate that as thus amended the House has passed the bill and ordered that it take immediate effect.

A message was received from the House of Representatives returning
Senate bill No. 126 (file No. 88), entitled

A bill to regulate the procedure in the arrest, detention and bail of persons charged with offenses.

The message informed the Senate that the House has amended the bill as follows:

1. Amend by striking out of line 4 of section 2 the words "of record."

2. Amend by striking out of line 5 of section 2 the word "general."

3. Amend by inserting in line 13, section 2, after the words "bail bond," the

words "and note thereon the date and hour of such approval."

4. Amend by adding to line 13, section 2, the words "No such bond shall name more than one principal."

5. Amend by adding a new section to stand as section 4, and to read as follows: "Sec. 4. The provisions of this act shall only apply to circuits containing one county and having more than three circuit judges."

The message further informed the Senate that as thus amended the House has passed the bill.

Pending the taking of the vote on concurring in the amendments made to the bill by the House,

Mr. Riopelle moved that the bill be laid on the table.

A bill to vacate the plats of Meredith Land and Improvement Company's additions C, D, E and F, to the village of Meredith, and the cancellation of delinquent taxes thereon.

The message informed the Senate that the House of Representatives has passed the bill.

The bill was read a first and second time by its title and referred to the Committee on Judiciary.

A message was received from the House of Representatives transmitting
House bill No. 189 (file No. 344), entitled

A bill to amend section 148 of Act No. 206 of the Public Acts of 1893, entitled "An act to provide for the assessment of property and the levy and collection of taxes thereon and for the collection of taxes heretofore and hereafter levied; making such taxes a lien on the lands taxed, establishing and continuing such lien, providing for the sale and conveyance of lands delinquent for taxes: and for the inspection and disposition of lands bid off to the State and not redeemed or purchased; and to repeal Act No. 200 of the Public Acts of 1891, and all other acts and parts of acts in anywise contravening any of the provisions of this act," as added to said act by Act No. 154 of the Public Acts of 1899, as last amended by Act No. 138 of the Public Acts of 1915, being section 4147 of the Compiled Laws of 1915.

The message informed the Senate that the House of Representatives has passed the bill.

The bill was read a first and second time by its title and referred to the Committee on Taxation.

A message was received from the House of Representatives re-transmitting
House bill No. 63 (file No. 157), entitled

A bill to make appropriations for the Department of Insurance for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes.

The Senate made the following amendments to the bill:

1. Amend Section 1, line 3 by striking out the figures "$85,340.00" and inserting in lieu thereof the figures "$90,340.00."

2. Amend Section 1, line 4 by striking out the figures "$86,790.00" and inserting in lieu thereof the figures "$91,790.00."

Amend Section 1, line 10 by striking out the figures "$55,300.00--$55,300.00" and inserting in lieu thereof the figures "$60,300.00-$60,300.00."

The message informed the Senate that the House has non-concurred in the amendments made to the bill by the Senate.

Mr. Brower moved that the Senate insist on its amendments and ask for a conference on the matters of difference between the two Houses relative to the bill. The motion prevailed.

House bill No. 28 (file No. 136), entitled

A bill to make appropriations for the Michigan College of Mines for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes.

The Senate made the following amendments to the bill:

(1) Amend Section 1, line 3 by striking out the figures "$174,640.00" and inserting in lieu thereof the figures "$178,940.00."

(2) Amend Section 1, line 4 by striking out the figures "$155,300.00" and inserting in lieu thereof the figures "$158,800.00."

(3) Section 1, strike out all of lines 10 to 20 inclusive and insert in lieu thereof the following:

(4) Amend Section 2 by striking out of lines 2 and 3 the words "and the disbursing officer of the Michigan College of Mines shall render his accounts therefor." The message informed the Senate that the House of Representatives has nonconcurred in the amendments made by the Senate.

(3) Section 1, strike out in line 10 the figures "38,782.00" and "38,782.00" and insert in lieu thereof the figures "40,582.00" and "40,582.00."

(4) Amend Section 1, line 11 by striking out the figures "$44,782.00-$44,782.00" and insert in lieu thereof the figures "$46,582.00-$46,582.00."

(5) Amend Section 1, line 19 by striking out the figures "$74,887.00-$74,787.00" and insert in lieu thereof the figures "$76,687.00--$76,587.00."

(6) Amend Section 2 by striking out of lines 2 and 3 the words "and the disbursing officer of the State Psychopathic Hospital shall render his accounts therefor."

The message informed the Senate that the House of Representatives has nonconcurred in the amendments made by the Senate.

The Committee on Agriculture respectfully reports back to the Senate the following entitled bill with amendments, recommending that the amendments be agreed to and that the bill, as thus amended, do pass:

House bill No. 400 (file No. 189), entitled

A bill to fix standards for apples, grown in this State when packed in closed packages, and to regulate the packing and sale of such apples and to repeal Act No. 75 of the Public Acts of 1917, as amended by Act No. 81 of the Public Acts of 1921, and all other acts or parts of acts inconsistent herewith.

The following are the amendments recommended by the committee:

(2) Sec. 1, line 43, after the word "materially," insert the word "deform." (3) Sec. 3, line 18, after the word "Maiden Blush" insert the words "Black Gilliflower."

(5) Sec. 4, line 3, as amended by House, after the words "inferior in," strike out "grade, or different in variety from" and insert "quality or color to."

(7) Sec. 6, line 3, as amended by House, after the words "Michigan Standard A' grade," strike out the words "or 'Michigan Standard B' grade."

A bill to provide for the registration of electors, the nomination and election of candidates for public office; to provide for and regulate primary elections and elections; to guard against the abuse of the elective franchise; to define violations of this act; to prescribe the penalties therefor; and to repeal certain acts relating thereto.

Pending the taking of the vote on the passage of the bill,

Mr. Henry offered the following amendment:

Part 2, Chapter 11, Section 2, line 2, after the words "rate of", strike out "fifty cents" and insert in lieu thereof "two dollars."

The amendment was not seconded, a majority of the Senators present not voting therefor.

Pending the taking of the vote on the passage of the bill,

Mr. Wood offered the following amendment:

Section 5, line 2 (page 49), after the word "the," strike out "registration" and insert in lieu thereof "poll."

The amendment was seconded, a majority of the Senators present voting therefor.

The amendment was then considered and agreed to, a majority of all the Sena. tors-elect voting therefor.

Pending the order that, under rule 37, the bill lie over one day,

Mr. Smith moved that the rule be suspended and that the bill be placed on its immediate passage.
