A bill to require committees, clubs and other organizations formed for the purpose of initiating legislation or any constitutional amendment by petition, to file certain reports and to regulate the conduct of such committees, clubs or organizations.

Pending the taking of the vote on the passage of the bill, Mr. Eldred offered the following amendments:

(1) Section 3. Restore Sec. 3 as printed, changing the word "registered" in lines 4, 8 and 10 to "legal."

(2) Insert a new section to be numbered Section 8, to read as follows: "Sec. 8. The provisions of this act are declared to be severable. If any section or part of a section be held unconstitutional for any reason, it is hereby declared as a legislative intent that the remaining provisions of this act would have been enacted without such section or part of section held to be unconstitutional having been included therein."

The amendments were seconded, a majority of the Senators present voting therefor.

The amendments were then considered and agreed to, a majority of all the Senators-elect voting therefor.

Pending the order that, under rule 37, the bill lie over one day,

Mr. Eldred moved that the rule be suspended and that the bill be placed on its immediate passage.

The motion prevailed; two-thirds of the Senators present voting therefor. The question then being on the passage of the bill, the roll was called and the Senators voted as follows:
