The Senate met pursuant to adjournment and was called to order by the President.

Religious exercises were conducted by Adjutant John L. Knapp, of the Salvation Army of Lansing.

The roll of the Senate was called by the Secretary.

Petition No. 587. By Mr. Hayes. Resolution adopted by the Common Council of the City of Detroit opposing the "Evans Bill," which provides that one of the members of the Board of State Tax Commissioners shall also act as Secretary of said Board and shall be paid additional salary for such service. The petition was referred to the Committee on Taxation.

A bill to prevent and punish the desecration, mutilation or improper use of the flag of the United States of America, and of this State, and of any flag, standard, color, ensign or shield authorized by law, and to repeal Act No. 98 of the Public Acts of 1901, entitled "An act to prevent and punish the desecration of the flag of the United States," being sections 15566, 15567, 15568 and 15569 of the Compiled Laws of 1915.

Senate bill No. 83 (file No. 288), entitled

A bill to authorize the employment of public health nurses by counties.

The message informed the Senate that the House has amended the bill as follows:

1. Amend by striking out of lines 5, 6 and 7, section 3, the words "All public health nurses employed under the provisions of this act shall be governed by the rules and regulations of the Michigan Department of Health."

2. Amend by adding a new section to stand as section 5, and to read as follows: "Sec. 5. The provisions of this act shall not become effective in any county until the electors thereof by a majority vote at a regular or special election approve the adoption of the same."

The message further informed the Senate that as thus amended the House has passed the bill.

The question being on concurring in the amendments made to the bill by the House,

Senate bill No. 89 (file No. 75), entitled

A bill to empower the United States of America to acquire lands in the State of Michigan by purchase or otherwise for establishing, consolidating and extending National forests, and to grant to the United States of America all rights necessary for the proper control and administration of lands so acquired.

The message informed the Senate that the House of Representatives has passed the bill.

Senate bill No. 255 (file No. 211), entitled

A bill to amend sections 7 and 22 of Chapter XIII of Act No. 3 of the Public Acts of 1895, entitled "An act to provide for the incorporation of villages within the State of Michigan, and defining their powers and duties," being sections 2790 and 2805 of the Compiled Laws of 1915.

The message informed the Senate that the House of Representatives has passed the bill.

Senate bill No. 301 (file No. 313), entitled

A bill to amend section 12 of Act No. 132 of the Public Acts of 1903, entitled as amended, "An act empowering the State Board of Health to examine, determine the qualifications of and issue licenses to persons engaging in the business of embalming, undertaking or funeral directing, and to provide for the revocation of such licenses in certain cases; to provide for embalmers' apprentices and their registration; to regulate the practice of embalming, shipping and caring for dead human bodies, and to provide a penalty for the violation of this act," as added by Act No. 62 of the Public Acts of 1921, approved April 15, 1921, being sections 6906 to 6915, inclusive, of the Compiled Laws of 1915.

The message informed the Senate that the House has amended the bill as follows:

1. Amend by striking out lines 1, 2 and 3, section 12, down to and including the word "State," and inserting in lieu thereof the words "any person who has completed ten grades in the public schools of the State, or its equivalent."

The message further informed the Senate that as thus amended the House has passed the bill.

The question being on concurring in the amendment made to the bill by the House,
