A message was received from the House of Representatives returning
Senate bill No. 252 (file No. 277), entitled

A bill to authorize and empower villages and townships of this State, also cities having a population not exceeding fifty thousand inhabitants, to levy a tax for the maintenance and employment of a band for musical purposes for the benefit of the public, provided said special question is submitted to the duly qualified voters of such villages, townships or cities and adopted or agreed to by a majority vote of those participating in said election.

The message informed the Senate that the House of Representatives has passed the bill.

The bill was referred to the Secretary for enrollment printing and presentation to the Governor.

Reports of Standing Committees.

Mr. Osborn submitted the following report:

The Committee on Conservation respectfully reports back to the Senate the following entitled bill with amendments, recommending that the amendments be agreed to and that the bill, as thus amended, do pass:

House bill No. 453 (file No. 310), entitled

A bill to provide fire protection on unoccupied and uncultivated lands; to define the powers and duties of boards of supervisors of the several counties in relation thereto and to provide penalties for a violation of the provisions of the act. The following are the amendments recommended by the committee:

1. Sec. 1, line 1, change the word "boards" to "board."

2. Sec. 1, line 1, strike out "the several counties" and insert in lieu thereof "Grand Traverse County."

3. Sec. 4, line 1, strike out the word "such."

4.

Sec. 4. line 2. strike out as are unnecessary for use and it may" and insert in lieu thereof "and must."

5.

Sec. 4, line 2, strike out "other" and insert in lieu thereof "such."

6. Sec. 4, line 3, strike out "that are needed across said area."

7. Sec. 6, line 1, strike out "a" and insert in lieu thereof "said."

8. Amend the title to read as follows: "A bill to provide fire protection on unoccupied and uncultivated lands in Grand Traverse County; to define the powers and duties of the board of supervisors of said county in relation thereto and to provide penalties for a violation of the provisions of the act."

The report was accepted.

The Committee on Counties and Townships respectfully reports back to the Senate the following entitled bill, without amendment, and with the recommendation that the bill do pass:

House bill No. 463 (file No. 253), entitled

A bill to permit boards of supervisors in certain counties to create a committee to audit bills and to perform certain other duties, to be known as the finance committee of such boards; to define its powers and duties and to fix the compensation of the members thereof.

The report was accepted.

The bill was referred to the Committee of the Whole.

Mr. Whiteley moved to take from the table the following entitled bill:
House bill No. 107 (file No. 53), entitled

A bill to repeal Act No. 50 of the Public Acts of 1915, entitled "An act to provide for the payment of bounties for the killing of common rats," being sections 7264, 7265, and 7266 of the Compiled Laws of 1915, as amended by Act No. 114 of the Public Acts of 1919.

Upon which motion he demanded the yeas and nays.

Mr. Henry moved that when the Senate adjourns today it stand adjourned until tomorrow, Saturday, May 5, 1923, at 10:00 o'clock a. m.

The Senate met pursuant to adjournment and was called to order by the President.

Rev. C. J. McCombe of the Central Methodist Episcopal Church of Lansing delivered the invocation, as follows:

Holy, Holy, Holy, Lord God Almighty, heaven and earth are full of Thy glory. O Lord God Most High, earth is crammed with heaven and every common bush aflame with God. We pray that Thou wilt give to us an ever deepening consciousness of our responsibilty to Thee and to each other. In days gone by Thou didst give guidance to our fathers, and to us, and realizing that Thou art the same yesterday, today and forever, we pray Thee that in days to come Thou wilt instruct us and teach us in the way in which we should go and guide us with Thine eye upon us. Bless, we pray, our commonwealth and our republic, our chief magistrate and lawmakers, and save us by Thy might, great God our King. May grace, mercy and peace from Father, Son and Holy Spirit abide us and upon us forever. Amen.

Messages From the House.

A message was received from the House of Representatives re-returning
Senate bill No. 50 (file No. 294), entitled

A bill to make appropriations for the Mackinac Island State Park Commission for the fiscal years ending June 30, 1924, and June 30, 1925, for maintenance, operation and other purposes,

Together with the House amendments to the bill, in the adoption of which amendments the Senate non-concurred.

The message informed the Senate that the House of Representatives insists on its amendments and asks for a conference with the Senate on the matters of difference between the two Houses relative to the bill.

Mr. Whiteley moved that the request of the House for a conference be granted. The motion prevailed.

The President appointed Senators Atwood, Truettner and Whiteley as conferees on the part of the Senate at said conference.
