COMMISSION.

VICTORIA, by the Grace of God, of the United Kingdom of Great Britain and Ireland, Queen, Defender of the Faith, to our right trusty and well beloved Cousin Henry Thomas Earl of Chichester, and our trusty and well beloved Edward Adolphus St. Maur, Esquire (commonly called Lord Seymour), and Bickham Escott, Esquire, greeting; Whereas We have thought it expedient for divers good causes and considerations, We thereunto causing that an inquiry should forthwith be made into the conduct and management of our prison and gaol of Millbank, and of the prisoners therein confined, and into certain allegations made in two Petitions to the Knights, Citizens, and Burgesses and Commissioners for Shires and Burghs in Our Parliament assembled, by Edward Baker, late a Warder in that prison, and also into the conduct of the Governor, Deputy Governor, and other officers of the said prison, now know ye that We reposing great trust and confidence in your knowledge and ability, have instituted and appointed, and do by these presents constitute and appoint you, the said Henry Thomas Earl of Chichester, Edward Adolphus St. Maur (commonly called Lord Seymour), and Bickham Escott, Esquire, to be our Commissioners for the purposes aforesaid, and We do hereby grant unto you or any two of you, full power and authority, diligently to search and inquire into the conduct and management of the said prison, and of the prisoners therein confined, and into any abuses or grievances which may exist in the management of the said prison, and for this purpose, We do by these presents give and grant unto you our said Commissioners, or any two of you, full power and authority to cause all and singular, the Inspectors, Gaolers, Keepers, and other officers and attendants of, or belonging to, or in anywise employed in or about the said prison, to bring and produce upon Oath before you (which Oath We do hereby authorize you or any two of you to administer) all and singular the Records, Rules, Regulations, Documents, Books, Papers, and Writings relating to the conduct or management of the said prison, and of the prisoners therein confined, and also to summon before you, or any two of you, and to examine upon Oath (which oath We do hereby authorize you or any two of you to administer), all and every person or persons who can give evidence or information upon all or any of the matters herein referred to you, and to inquire of the prisoners and every part thereof by all other lawful ways and means whatsoever. And lastly, We hereby will and command that you report to us in writing under your hands and seals, your several proceedings, by virtue of this our Commission, and what you shall find touching the same. IN WITNESS whereof, We have caused these our Letters to be made Patent. Witness Ourself at Westminster, the Seventeenth Day of August, in the Tenth Year of our Reign.
