A bill to amend section 5 of Act No. 12 of the Public Acts of 1903, entitled "An act to provide for letting contracts for furnishing fuel, paper and stationery for the use of the State, and also for doing the State printing and State binding, and to provide for heating the Capitol by steam conveyed from central heating plant, and to repeal Act 163 of the laws of the year 1851, as amended, being sections 1531, 1532. 1533, 1534, 1535, 1536 and 1537 of the Compiled Laws of the year 1897."

House bill No. 171 (file No. 41), entitled

A bill to amend sections 5, 11 and 25 of Act 326 of the Session Laws of 1913 as amended by Act No. 92 of the Session Laws of 1915, entitled "An act to provide for the leasing, control and taxation of certain lands owned and controlled by the State, and the improvements thereon; providing penalties for the violation of certain provisions thereof and repealing Act No. 215 of the Public Acts of 1909, and all other acts or parts of acts inconsistent herewith."

Was read a third time and, the question being on its passage,
Mr. Moore moved to amend the bill

1. By striking out of line 2 of section 1 the words "Session Laws" and inserting in lieu thereof the words "Public Acts."

2. By striking out of line 3 of section 1 the word "Session Laws" and and inserting in lieu thereof the words "Public Acts.'

The bill was then passed, a majority of all the members-elect voting therefor, by yeas and nays, as follows:

The question being on agreeing to the title of the bill, Mr. Moore moved to amend the title so as to read as follows: A bill to amend sections 5, 11 and 25 of Act 326 of the Public Acts of 1913, as amended by Act No. 92 of the Public Acts of 1915, entitled "An act to provide for the leasing, control and taxation of certain lands owned and controlled by the State, and the improvements thereon; providing penalties for the violation of certain provisions thereof; and repealing Act No. 215 of the Public Acts of 1909, and all other acts or parts of acts inconsistent herewith."

The motion prevailed.

The House agreed to the title of the bill as amended.

House bill No. 158 (file No. 42), entitled

A bill to amend section 28 of Act No. 302 of the Public Acts of 1915, entitled "An act to provide for the registration, identification and regu lation of motor vehicles operating upon the public highways of this State and of the operators of such vehicles and to provide for levying specific taxes upon such vehicles so operated and to provide for the disposition of such funds and to exempt from all other taxation such motor vehicles so specifically taxed, registered, identified and regulated and to repeal all other acts or parts of acts inconsistent herewith, or contrary hereto." Was read a third time and passed, a majority of all the members-elect voting therefor, by yeas and nays, as follows:

MOTIONS AND RESOLUTIONS.

Mr. Diehl made written request for the printing of
House bill No. 238, entitled

A bill to provide that the board of supervisors in any county of this State may place the sheriff, under-sheriff, clerk, treasurer, register of deeds, deputies and clerks of said offices on salaries and provide for the collection of all fees and payments of the same to the county treasurer. The request was referred to the Committee on Printing.

Mr. Daigneau made written request for the printing of
House joint resolution No. 11, entitled

A joint resolution proposing an amendment to section 25 of article. V of the Constitution relative to contracting for printing and binding for the use of the State.

The request was referred to the Committee on Printing.

GENERAL ORDERS OF THE DAY.

Mr. Hopkins moved that the House resolve itself into a Committee of the Whole on the general orders.

The motion prevailed.

The Speaker called Mr. Hopkins to the chair.

After a time spent in the consideration of bills and joint resolutions upon the general orders, the committee rose, and, through its chairman, made a report recommending the passage, without amendment, of the following entitled bills:

Senate bill No. 23 (file No. 14), entitled

A bill to amend section 17 of chapter 2 of Act No. 164 of the Public Acts of 1881, the same being "An act to revise and consolidate the laws relating to public instruction and primary schools and to repeal all statutes and acts contravening the provisions of this act," the same being section 4662 of the Compiled Laws of 1897, as last amended by Act No. 300 of the Public Acts of 1915.

House bill No. 61 (file No. 48), entitled

A bill to amend section 48 of Act No. 190, of the Public Acts of 1891, entitled "An act to prescribe the manner of conducting and to prevent fraud and [deception] deceptions at elections in this State," being section 3657 of the Compiled Laws of 1897, as amended by Act No. 141 of the Public Acts of 1915.

House bill No. 224 (file No. 50), entitled

A bill authorizing the board of supervisors in a county owning its own fair grounds, to make appropriations for the construction and maintenance of buildings, fences, and driveways on said fair grounds.

House bill No. 20 (file No. 51), entitled

A bill to amend the title and section 1, of Act No. 200, of the Session Laws of 1849, entitled "An act to authorize township boards to raise money in certain cases, to defray township expenses," as amended, being section 2349 of the Compiled Laws of 1897.
