The House was called to order by the Speaker.

8:45 o'clock a. m.

Religious exercises were conducted by Rev. Rolph Duff, of Armada.

The roll of the House was called by the Clerk, who announced that a quorum was present.

Messrs. Bosch, Clark, Lamphere, Lewis, Ormsbee, Petermann, Thomas Read, Robinson, Wood and Woodruff were absent with leave.

Messrs. Copley, Griggs, Ivory, Jerome, Kooyers, McArthur, Martin, Martz, Nelson, Ross and Toepel were absent without leave.

Mr. John Schmidt moved that the absentees without leave be excused from today's session.

The motion prevailed.

The Speaker announced the following appointments:

J. Ray Fisher as document room keeper, in the place of George W. Barbour, deceased.

Frank Gettel as assistant document room keeper, in the place of J. Ray Fisher.

Higby Prindle as messenger, in the place of Frank Gettel.

ANNOUNCEMENT BY CLERK OF PRINTING Of bills.

The Clerk announced that the following named bill had been printed and placed upon the files of the members Thursday, March 8:

Senate bill No. 182 (file No. 140), entitled

A bill to provide for the establishment of courts in certain cities of this State to be known and designated as municipal courts; to prescribe the jurisdiction, powers and duties thereof; to regulate the procedure in such courts; and to provide for abrogation of the powers and duties of certain municipal and statutory courts now existing in such cities, and the vesting of the jurisdictions thereof in the court hereby created.

A bill to repeal Act No. 66 of the Public Acts of 1907, entitled "An act for the protection of fish in the Grand River and its tributaries in the townships of Portland and Danby in the county of Ionia," approved April 25, 1907,

With the recommendation that the bill pass.

The bill was ordered printed, referred to the Committee of the Whole and placed on the general orders.

The Committee on Game Laws, by Mr. Glaspie, Chairman, reported House bill No. 205, entitled

A bill authorizing the payment of bounties for the destruction of noxious animals and providing a penalty for the violation thereof,

With the following amendments thereto, recommending that the amendments be concurred in and that when so amended the bill pass: 1. Amend by striking out of line 10 of section 2 the words "and any person."

2. Amend by striking out line 11 of section 2.

Amend by adding a new section to be known as section 10 to read as follows:

"Sec. 10. All acts or parts of acts inconsistent with this act are hereby repealed.”

children, for penalties for failure to comply with the provisions of this act, and to repeal all acts or parts of acts conflicting with the provisions of the same,"

With the recommendation that the bill pass.

The Committees on Education and Military Affairs, by their respective chairmen, Mr. Weissert and Mr. Culver, reported

House bill No. 125, entitled

A bill to require the establishment of an optional course of military training in all high schools in this State,

With the following amendment thereto, recommending that the amend ment be concurred in and that when so amended the bill pass:

Amend by inserting in line 5 of section 1 after the word "schools" the words "Provided, That nothing herein contained shall apply to cities or villages having less than five thousand population."

The Committee on State Library, by Mr. Curtis, Chairman, reported House bill No. 338, entitled

A bill to amend sections 2, 3 and 6, of Act No. 306, of the Public Acts of 1907, entitled "An act to provide for a legislative reference and information department in connection with the State library, to make an ap propriation therefor, and to provide a tax to meet the same," approved June 28, 1907, as amended by Act No. 144, of the Public Acts of 1913, With the recommendation that the bill pass.

The Committee on Fish and Fisheries, by Mr. Anderson, Chairman, reported

House bill No. 124, entitled

A bill to amend sections 2, 3, 6 and 7 of Act 236, Public Acts of 1915, the same being an act to protect fish in the inland waters of this State, and to regulate the manner of taking, possession, transportation, size and sale of fish when taken from said waters, to provide penalties for the violation of this act, and to repeal all acts and parts of acts conflicting therewith,

With the following amendments thereto, recommending that the amendments be concurred in and that when so amended the bill pass :

1. Amend by striking out of line 12 of section 2 the word "and" and inserting in line 12 of section 2 after the word "April" the words "and May."

2. Amend by striking out of line 28 of section 2 the word "and." 3. Amend by inserting in line 29 of section 2 after the word "February" the words "and March."

4. Amend by inserting in line 36 of section 2 after the word "of” the word "December."

5. Amend by inserting in line 16 of section 6 after the word "inches" the words "Provided, That any person may take and have in possession an unlimited number of wall-eyed pike when taken in the waters of Detroit River, Lake St. Clair, St. Clair River and St. Mary's River."

The report was accepted and the committee discharged.

The question being on the adoption of the amendments to the bill recommended by the committee,

The Committee on Public Health, by Mr. Hulse, Chairman, reported House bill No. 133, entitled

A bill to amend section 15 of chapter 35 of the Revised Statutes of 1846, relative to the preservation of public health, quarantine, nuisances and offensive trades, and being section 4424 of the Compiled Laws of 1897, as amended by Act 7 of the Public Acts of 1903, and Act 98 of the Public Acts of 1909,

With the following amendment thereto, recommending that the amendment be concurred in and that when so amended the bill pass:

1. Amend by striking out of line 10 of section 15 the words "township or village" and inserting in lieu thereof the words "or township." The report was accepted and the committee discharged.
