to create the office of budget commissioner; to provide for the appointment of such commissioner; to fix his compensation; to fix his term of office; to prescribe his powers and duties; and to make an appropriation to carry out the provisions of this act.

MESSAGES FROM THE SENATE.

INTRODUCTION OF BILLS.

Mr. Wood introduced

House bill No. 19, entitled

A bill to make it unlawful to publish, sell, lend or give away reports of horse races, of entries for proposed horse races if betting is permitted at such races, or betting odds or information or statistics relating to the records of race horses and to provide a penalty therefor.

The bill was read a first and second time by its title and referred to the Committee on State Affairs.

Mr. Wells introduced

House bill No. 20, entitled

A bill to amend the title and section 1 of Act No. 200 of the Session Laws of 1849, entitled "An act to authorize township boards to raise money in certain cases, to defray township expenses," as amended, being section 2349 of the Compiled Laws of 1897.

The bill was read a first and second time by its title and referred to the Committee on Towns and Counties.

Mr. Green introduced

House bill No. 21, entitled

A bill to provide for the payment of certain claims allowed to exsoldiers, sailors and marines who served in the Spanish-American war, which have accrued under the provisions of Act 134 of the Public Acts of 1899, entitled "An act for the relief of sick, disabled and needy exsoldiers, sailors and marines of the late Spanish-American war," and to extend the time for the presentations of such claims.

The bill was read a first and second time by its title and referred to the Committee on Military Affairs.

Mr. Weissert introduced

House bill No. 22, entitled

A bill to provide for the appointment of a commission to revise and consolidate the laws in relation to corporations, to prescribe their duties

and to fix the compensation of said commissioners and their employes. The bill was read a first and second time by its title and referred to the Committee on Private Corporations.

Mr. Ewing introduced

House bill No. 23, entitled

A bill making appropriations for the Northern State Normal School for current expenses and for building and special purposes for the fiscal years ending June 30, 1918, and June 30, 1919, and to provide a tax to meet the same.

The bill was read

first and second time by its title and referred to the Committee on Northern State Normal School.

Mr. Hulse introduced

House bill No. 24, entitled

A bill to amend section 21 of chapter IV of Act No. 3 of the Public Acts of 1895, entitled "An act to provide for the incorporation of villages within the State of Michigan and defining their powers and duties," the same being section 2747 of the Compiled Laws of 1897.

The bill was read a first and second time by its title and referred to the Committee on Village Corporations.

MOTIONS AND RESOLUTIONS.

Mr. O'Brien offered the following concurrent resolution:
House concurrent resolution No. 5.

Resolved by the House of Representatives (the Senate concurring), That a committee, consisting of three Representatives and two Senators, be appointed, whose duty it shall be to report a list of names of officials and others to whom copies of the daily Journal shall be sent during the session.

The Speaker announced that under Rule 50 the resolution would lie upon the table one day.

Mr. O'Brien moved that Rule 50 be suspended.

The motion prevailed, two-thirds of all the members present voting therefor.

The question being on the adoption of the resolution,

The resolution was adopted.

Mr. Stevenson offered the following resolution:

House resolution No. 11.

Resolved, That the Sergeant-at-Arms be authorized and instructed to purchase suitable drinking water for the use of the members of the House.

The resolution was adopted.

Mr. Glaspie offered the following resolution:

House resolution No. 12.

Whereas, It is with profound regret that the members of this House learn of the death of the Honorable Frederick Wieland; and

Whereas, In the death of Mr. Wieland his family have lost a faithful and loving husband and the State an estimable citizen; therefore be it Resolved, That the Speaker of this House appoint a special committee of three members to prepare suitable resolutions expressive of our deep sympathy with the bereaved family.

The resolution was adopted.

The Speaker named as such committee Representatives Glaspie, Croll and Griggs.

Mr. Jerome moved that the House adjourn.

The motion prevailed, the time being 2:22 o'clock p. m.

The Speaker declared the House adjourned until Thursday at 2:00 o'clock p. m.

The roll of the House was called by the Clerk, who announced that a quorum was present.

Messrs. Kistler, Stevenson and Toepel were absent without leave.

Mr. O'Brien asked and obtained leave of absence for Mr. Stevenson from today's and tomorrow's sessions.

Mr. Jerome asked and obtained leave of absence for Mr. Toepel from today's and tomorrow's sessions.

Messrs. Culver, Houghton and Taube asked and obtained leaves of absence until Tuesday, January 16.

Mr. Stearns asked and obtained leave of absence from Monday's and Tuesday's sessions.
