Mr. Petermann moved to amend the title so as to read as follows:

A bill to amend section 14 of Act No. 174 of the Public Acts of 1915, entitled "An act to provide for a retirement fund for teachers in certain cases," being section 5780 of the Compiled Laws of 1915.

The motion prevailed.

The House agreed to the title of the bill as amended.

Mr. McArthur moved that the bill be ordered to take immediate effect. The motion did not prevail, two-thirds of all the members-elect not voting therefor.

A bill to amend section 8 of chapter 80 of the Revised Statute of 1846, entitled "Of fraudulent conveyances and contracts relative to land," being section 9511 of the Compiled Laws of 1897,

Was read a third time and, the question being on its passage,

Mr. Warner moved to amend the bill

By inserting in line 10 of section 8 after the word "purchaser" the words "and signs the same as agent for the vendor."

The motion did not prevail and the amendment was not adopted, a majority of all the members-elect not voting therefor.

The bill was then passed, a majority of all the members-elect voting therefor, by yeas and nays, as follows:

A bill to amend section 42 of chapter 12, of section 49 of chapter 13, section 63 of chapter 18, section 61 of chapter 19 and section 15 of chapter 65, of Act No. 314 of the Public Acts of 1915, entitled "An act to revise and consolidate the statutes relating to the organization and jurisdiction of the courts of this State; the powers and duties of such courts, and of the judges and other officers thereof; the forms of civil actions; the time within which civil actions and proceedings may be brought in said courts; pleading, evidence, practice and procedure in civil actions and proceedings in said courts; to provide remedies and penalties for the violation of certain provisions of this act; and to repeal all acts and parts of acts inconsistent with, or contravening any of the provisions of this act,"

Was read a third time and, the question being on its passage,
Mr. Flowers moved to amend the bill

1. By inserting at the beginning of enacting section 1 the words "section 61 of chapter 1."

2. By adding after enacting section 1 a new section to stand as section 61, chapter 1, to read as follows: Section 61. Chapter 1. It shall be unlawful for any person who is not a regularly licensed attorney and counselor of this State, or who is suspended or disbarred from practice, to represent himself as an attorney-at-law, or to practice law, or to use any sign, letter head, return envelope, or writing, printing or advertising of any kind whatever in or by which he designates or represents his place of business as a law office or himself as a lawyer, attorney-at-law, counselor, or in any way represent to the public that he is an attorney-at-law, or his place of business a law office; or to make any representations to any person or persons, either spoken or written, intended to lead such person or persons to believe that the person making such representations is an attorney-at-law: Provided, That this section shall not apply to licensed attorneys of other states while temporarily in this State.

The motion prevailed and the amendments were adopted, a majority of all the members-elect voting therefor.

The bill was then passed, a majority of all the members-elect voting therefor, by yeas and nays, as follows:

Mr. Culver moved to amend the bill

By inserting in line 6 of section 1 after the word "thereof" the words "being sections 5979, 5981 and 5982 of the Compiled Laws of 1915 are." The motion prevailed and the amendment was adopted, a majority of all the members-elect voting therefor.

Mr. Culver moved to amend the title so as to read as follows: A bill to amend sections 1, 3 and 4 of Act No. 200 of the Public Acts of 1905, entitled "An act to provide for the compulsory education of children, for penalties for failure to comply with the provisions of this act, and to repeal all acts or parts of acts conflicting with the provisions of the same," being sections 5979, 5981 and 5982 of the Compiled Laws of 1915.

The motion prevailed.

The House agreed to the title of the bill as amended.

Mr. Culver moved that the bill be ordered to take immediate effect. The motion prevailed, two-thirds of all the members-elect voting therefor.

A bill to create a commission of inquiry to make investigations and submit reports and legislative recommendations relative to child welfare; to provide for the appointment of the members of said commission and to prescribe their powers and duties, and to provide for the cooperation of State, city and county public relief and certain other bodies with such commission.

The bill was read a first and second time by its title and referred to the Committee on Education.
