The House was called to order by the Speaker.

10:00 o'clock a. m.

Religious exercises were conducted by Rev. J. B. Thompson, of the Wesleyan Methodist Church, of Lansing.

The roll of the House was called by the Clerk, who announced that a quorum was present.

Messrs. Houghton, Littlejohn, Martz, Peterson and Upham were ab sent without leave.

Mr. Gettel asked and obtained leave of absence for Mr. Peterson from today's session.

Mr. Hallett asked and obtained an indefinite leave of absence for Mr. Upham.

Mr. Green asked and obtained an indefinite leave of absence for Mr. Littlejohn.

Mr. Ewing moved that the other absentees without leave be excused from today's session.

The motion prevailed.

A bill to amend section 1 of Act No. 35 of the Public Acts of 1889, entitled "An act fixing the time when liens created by levy of execution on real estate shall expire," being compilers' section 12899 of the Compiled Laws of 1915.

House bill No. 469 (file No. 272), entitled

A bill to amend section 1 of Act No. 207 of the Public Acts of 1889, entitled "An act to prohibit the manufacture, sale, keeping for sale, giving away or furnishing of vinous, malt, brewed, fermented, spirituous or intoxicating liquors, or any mixed liquor or beverage, any part of which is intoxicating, and to prohibit the keeping of any saloon or other place for the manufacture, sale, storing for sale, giving away or furnishing of such liquors or beverages, and to suspend the general laws of the State relative to the taxation and regulation of the manufacture and sale of such liquors in the several counties of this State under certain circumstances; to authorize the qualified electors of the several counties in this State to express their will in regard to such prohibition by an election, and to authorize and empower the board of supervisors of the several counties, after such election, if they shall determine the result to be in favor of such prohibition, to prohibit the manufacture, sale, keeping for sale, giving away or furnishing of any such liquors, or the keeping of a saloon or any other place for the manufacture, sale, storing for sale, giving away or furnishing of the same within their respective counties, and to provide for penalties and rights.

A bill to amend sections 12 and 20 of Act 91 of the Public Acts of 1905, entitled "An act to prevent the importation from other states, and the spread within this State, of dangerous insects and dangerously contagious diseases affecting trees, shrubs, vines, plants and fruits, and to repeal all acts or parts of acts that contravene the provisions of this Act." approved May 4, 1905.

House bill No. 450 (file No. 274), entitled

A bill to amend sections 1 and 2 of Act No. 145 of the Public Acts of 1887, entitled "An act to regulate the use of steam engines, steam wagons or other vehicles, which are in whole or in part operated by steam on the public highways of this State," and to prohibit the blowing of steam whistles upon the public highways of this State," and to add

a new section thereto to stand as section 5 thereof. House bill No. 457 (file No. 275), entitled

A bill to authorize township boards to grant franchises to individuals or companies for the operation of motor busses and motor trucks doing a passenger or freight business over the public highways and to authorize them to make rules for regulating the operation of the same; to specify what shall be done with the moneys thus received, and to provide penalties for violations of the provisions of this act.

House bill No. 488 (file No. 276), entitled

A bill to provide for closing portions of a highway or highways which are under construction or upon which a bridge or bridges are being repaired or built; to provide for laying out and properly sign-boarding suitable detours; to provide penalties for the failure to lay out and mark suitable detours and also penalties for entering upon roads which are closed to travel by suitable barricades under the provisions of this act. House bill No. 118 (file No. 277), entitled

A bill for the protection of the public health; by providing that persons, firms, or corporations, who are operating or conducting hotels, restaurants, dining cars, bakeries, confectionery shops, or other public eating places, or manufactories of food products or cigar manufactories in this State, shall not employ or keep in their employ, as cooks, waiters, kitchen help, chamber maids, bakers, manufacturers of candies or food products for public use, or other house servants, any person or persons who are suffering from trachoma, active tuberculosis of the lungs, open skin tuberculosis, syphilis, gonorrhea, open external cancer, barber's itch, or any other dangerous communicable disease, or who are carriers of typhoid fever or diphtheria germs.

A bill to provide that no fire insurance policy shall be issued by any company doing business in this State, beyond the actual reproductive value of the property insured; and to provide penalties for violations. House bill No. 338 (file No. 279), entitled

A bill to amend sections 2, 3 and 6, of Act No. 306, of the Public Acts of 1907, entitled "An act to provide for a legislative reference and information department in connection with the State Library, to make an ap propriation therefor, and to provide a tax to meet the same," approved June 28, 1907, as amended by Act No. 144, of the Public Acts of 1913.

A bill authorizing and requiring the purchase of certain primary school lands for general State public purposes, and making an appropriation therefor.

A bill to amend Act No. 7 of the Public Acts, Second Special Session of 1912, entitled "An act to provide for the erection of armories, and making an appropriation therefor," as amended by Act No. 98 of the Public Acts of 1915, by adding a new section thereto to stand as section 6.

A bill to regulate warehouses, cold storage plants, slaughter houses and other places where articles of food are manufactured for sale, received, kept, stored, sold or offered for sale, and to provide for enforcement and inspection.

A bill to provide for the registration and licensing of threshing machines and the securing of crop statistics from threshers; and to provide for the revocation of such licenses in certain cases.

House bill No. 497 (file No. 288), entitled

A bill to amend the title and section 1 of Act No. 272 of the Public Acts of 1915, entitled "An act to provide for procedure in courts of chancery to enjoin and abate houses of lewdness, assignation and prostitution; to declare the same to be nuisances; to enjoin the person or persons who conduct or maintain the same and the owner, or agent thereof, of any premises used for such purposes; to prescribe penalties for the violation of the provisions of this act; to provide for contempt proceedings for disregard or violation of any order or decree of abatement or injunction issued in proceedings under this act, and providing for the forfeiture of the benefits of property exemptions in the enforcement of orders, decrees or writs of execution made or issued by virtue of this act. House bill No. 442 (file No. 289), entitled

A bill to provide for the transfer from the angler's license fund in the State Treasury to the credit of the State Board of Fish Commissioners, the sum of $1,053.49 to the appropriation for building an overseer's residence at Drayton Plains station, as provided by section 2 of Act 186, Public Acts of 1915, on account of a deficiency in said appropriation for the fiscal year ending June 30, 1917.
