Senate bill No. 297 (file No. 257), entitled

A bill to amend section 7 of Act No. 77 of the Public Acts of 1869, entitled "An act in relation to life insurance companies transacting business within this State," being section 7196 of the Compiled Laws of 1897, as amended by Act No. 42 of the Public Acts of 1915.

House bill No. 168, entitled

A bill making an appropriation for the completing of the armory at Owosso, and to provide a tax to meet the same,

With the following amendments thereto, recommending that the amendments be concurred in and that when so amended the bill pass:

1. Amend by striking out of line 3 of section 1 the words "three thousand five hundred dollars" and inserting in lieu thereof the words "two thousand forty-six dollars and sixty-five cents."

Amend by inserting after the word "expenses" in line 4 of section 1 the words "for excavating and concrete work for foundations.”

3. Amend by striking out after the word "excavated" in line 6 of section 1 the words "to place fire escapes on said armory and to otherwise complete the structure."

4. Amend by striking out of line 3 of section 3 the words "three thousand five hundred dollars" and inserting in lieu thereof the words "two thousand forty-six dollars and sixty-five cents."

The report was accepted and the committee discharged..

The question being on the adoption of the amendments to the bill recommended by the committee,

A bill to accept the requirements and benefits of an act of congress, approved February 23, 1917, relating to appropriations to be made by the federal government to the several States for the support and control of instruction in agriculture, the trades, industries and home economics, and for the preparation of teachers of vocational subjects; to designate the State Board of Education as the board of control for vocational edu

cation; to provide for the proper custody and administration of funds received by the State from such appropriations; and to provide for appropriations by the State and by local school authorities to meet the conditions of said act of congress,

A bill to authorize the Public Domain Commission to sell or dispose of primary school, swamp, tax homestead or other lands under the control of said Public Domain Commission, in pieces or parcels less than a legal subdivision, for a right of way over and across any of said lands to any telephone, telegraph, transmission or power company or corporation, and to authorize the Board of Agriculture to sell or dispose of Agricultural College lands outside of the Losco and Alcona Forest Reserve, in. pieces or parcels of less than a legal subdivision to the said telephone, telegraph, transmission or power companies for a similar purpose, With the recommendation that the bill pass.

Senate bill No. 154 (file No. 118), entitled

A bill to authorize municipal corporations having authority by law to furnish water outside their territorial limits, to sell water to other municipal corporations and contract regarding such sale; to contract with individuals, firms, or corporations regarding the construction of water mains, and the sale of water in such outside territory; to construct water mains through the highways outside their territorial limits, with the consent of the proper local authorities; to furnish water to individual consumers, fix rates thereof, and enforce collection thereof.

House bill No. 209 (file No. 61), entitled

A bill to amend section 1 of chapter 11 of Act No. 3 of the Public Acts of 1895, entitled "An act to provide for the incorporation of villages within the State of Michigan, and defining their powers and duties," being section 2890 of the Compiled Laws of 1897,

And informing the House of Representatives that the Senate had amended the same as follows:

1. Amend by striking out of lines 1 and 2 section 1 the words "three hundred” and inserting in lieu thereof the words “two hundred fifty.”

2. Amend by striking out of lines 4 and 5 section 1 the words "two thousand eight hundred ninety" and inserting in lieu thereof the words "two thousand seven hundred sixty-four."

3. Amend by striking out of line 5 section 1 the words "eighteen hundred ninety seven" and inserting in lieu thereof the words "nineteen hundred fifteen,”

And further informing the House of Representatives that the Senate had amended the title of the bill to read as follows:

A bill to amend section 1 of chapter 11 of Act No. 3 of the Public Acts of 1895, entitled "An act to provide for the incorporation of villages within the State of Michigan, and defining their powers and duties," being section 2764 of the Compiled Laws of 1915,

And further informing the House of Representatives that, as thus amended, and with the title thus amended, the Senate had passed the bill.

The Speaker announced that under Rule 58, the bill would lie over one day.

A message was received from the Senate transmitting
Senate concurrent resolution No. 21.

Whereas, The duties devolving upon the Michigan Vicksburg Monument Commission created by Act 240 of the Public Acts of 1903, and as further set forth in Act 239 of the Public Acts of 1905, Act 288 of the Public Acts of 1907, and Act 252 of the Public Acts of 1915, have been completed and there remains in the State Treasury to the credit of the said Commission, the sum of $860.56, unexpended; and

Whereas, It has been customary in like cases to authorize the preparation and distribution of suitable memorials containing historical facts, cuts and other data; now therefore, be it

Resolved by the Senate (the House of Representatives concurring), That the State Librarian be authorized and directed to prepare a history of the work of the said Commission and have the same bound in book form in such a manner as will provide one memorial volume for each survivor of the Michigan organizations participating in the Battle of Vicksburg, and such further number as will supply the public libraries of the State so far as the funds will permit; and be it further

Resolved, That the sums of money necessary for the preparation and distribution of such memorial books be paid out of the balance remaining to the credit of the said Vicksburg Monument Fund, by the State Treasurer upon warrants of the Auditor General approved by the State Librarian.

Mr. Foote moved that the concurrent resolution be referred to the Committee on Ways and Means.

The motion prevailed.
