by, the Supreme Court, to assist the Supreme Court in disposing of the causes now pending or hereafter filed in said court. The Supreme Court shall from time to time assign to each division of the commissioners, a sufficient number of causes to keep them employed. The commissioners may hear arguments, examine briefs and records, pass upon motions, and shall, in the causes assigned to them, prepare and submit to the Supreme Court opinions in writing stating their findings and conclusions, and shall make recommendations to the court. The Supreme Court shall examine each such cause and opinion reported on by the commissioners, and may adopt, reject, or modify the same, or any cause may be remanded to the same or any other division of the commissioners for further investigation and report. The Supreme Court shall, in each cause returned to it by the commissioners with an opinion, when finally approved by the court, render such judgment as shall in the judgment of the court be appropriate and just.

Stenographic Help-Offices and Supplies.

Section 4. The Supreme Court Commissioners may employ, at the expense of the State, such stenographic and clerical help as may be required, "not exceeding six stenographers." The salary of each stenographer shall be one hundred dollars per month and shall be paid as is now provided by law for the payment of stenographers for the justices of the Supreme Court. The State Board of Public Affairs shall provide such rooms, furniture and supplies as may be necessary for the use of said commission.

Court Fees.

Section 5. In each cause hereafter filed in the Supreme Court there shall be taxed in lieu of the fee now provided for filing, indexing and docketing each cause, a docket fee of twenty-five ($25.00) dollars, which shall be collected and recoverable as other costs. The advance payment to the clerk shall be forty ($40.00) dollars instead of fifteen ($15.00) dollars as now provided.

Removal of Commissioners.

Section 6. The commissioners herein provided for shall be subject to removal at any time by the Governor.

Emergency.

Section 7. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval.

CHAPTER 88.

COUNTY OFFICERS-COURT CLERK AND COUNTY CLERK DEPUTIES.

AN ACT for the purpose of regulating the number of deputies for certain county officers and salaries for same in certain counties, repealing all acts in conflict herewith, and declaring an emergency.

Be It Enacted By the People of the State of Oklahoma:

Deputy-How Appointed

Section 1. In all counties in the State of Oklahoma, having a population of not less than 52,000 people, and not more than 55,000 people, as shown by the last federal census, or any federal census hereafter, and in which there is located a city having a population of more than 25,000 as shown by the last federal census or any federal census hereafter, the court clerk and county clerk of such counties shall each have the power to appoint a first deputy clerk at a salary not to exceed $125.00 per month, and by and with the consent of the county commissioners, shall have

the power to appoint such other deputies, other than as provided in the following sections.

Court Clerk-Additional Deputies—Appointment and Salary

Section 2. Before employing any other deputies ex. cept the first deputy referred to in Section 1 of this Act, the court clerk shall procure from the respective judges of the county court, the superior court, and the district court, a statement in writing which shall contain a recommendation to the county commissioners of the number of deputies required, the necessity for the employment of such deputies, and also a recommendation as to the amount of salary to be paid to such deputies and this statement, together with an application of the court clerk shall be filed with the county clerk of said county, at least ten days before a regular meeting of the board of county commissioners. At the next regular meeting of the board of county commissioners thereafter, the said board shall act upon said application of the court clerk, at which time they shall approve or disapprove the same, in whole or in part, and upon the approval of said application the county commissioners shall determine the number of deputies to be allowed and fix the salaries of said deputies as follows:

Three minute clerks at not more than $100.00 per month each.

One auditor at not more than $90.00 per month.

One court reporter at not more than $85.00 per month.
One record writer at not more than $85.00 per month.
Three copyists, each at not more than $65.00 per month.

Both the number and the salaries of said employees may be reduced in the discretion of the county commissioners.

County Clerk-Additional Deputies-Appointment and Salary.

Section 3. Before employing any other deputies except the first deputy referred to in Section 1 of this act,

the county clerk shall procure from the county treasurer and county superintendent, a statement in writing which statement shall contain a recommendation to the county commissioners of the number of deputies required, the necessity for the employment of such deputies, and also a recommendation as to the amount of salary to be paid to such deputies, and this statement together with an application of the county clerk shall be filed with the county clerk of said county at least ten days before a regular meeting of the board of county commissioners. At the next regular meeting of the board of county commissioners thereafter, the said board shall act upon said application of the county clerk, at which time they shall approve or disapprove same in whole or in part, and upon the approval of said application the county commissioners shall determine the number of deputies to be allowed in said county clerk's office and fix the salaries of said deputies as follows:

One deputy county clerk department at not more than $100 per month.

One claim auditor clerk department at not more than $90 per month.

One stenographer, clerk department at not more than $85.00 per month.

One numerical index clerk, register of deeds department, at not more than $85.00 per month.

One stenographer, register of deeds department, at not more than $75.00 per month.

Two recording clerks, each at not more than $65.00 per month.

County Superintendent-One Deputy.

Section 5. The county superintendent shall have the power to appoint one deputy at a salary of not more than $85.00 per month.

Salaries-How Paid.

Section 6. The salaries referred to in the foregoing sections of this Act, shall be paid out of the proper funds of said county, monthly upon the order of the board of county commissioners.

Repeal.

Section 7. All acts and parts of acts in conflict herewith are hereby repealed.

Emergency.

Section 8. For the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof it is necessary that this act take effect and be in force from and after its passage and approval.

CHAPTER 89.

APPROPRIATION-CONFEDERATE HOME.

AN ACT making an appropriation for the support and maintenance of the Confederate Home located at Ardmore, Oklahoma, for the fiscal years ending June 30, 1916, and June 30, 1917.

Be It Enacted By the People of the State of Oklahoma:

Appropriation.

Section 1. There is hereby appropriated out of any money in the State Treasury, not otherwise appropriated, the following sum, or so much thereof as may be necessary, for the support and maintenance of the Confederate Home located at Ardmore:
