Emergency.

Section 5. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval.

CHAPTER 97.

APPROPRIATION-CONNELL AGRICULTURAL SCHOOL.

AN ACT providing for the support and maintenance and repair of buildings of the Connell Agricultural School at Helena, Oklahoma.

Be It Enacted By the People of the State of Oklahoma:

Appropriation.

Section 1. There is hereby appropriated out of any moneys in the state treasury, not otherwise appropriated, the sum of twenty-nine thousand five hundred ($29,500.00) dollars, or so much as may be necessary for the support and maintenance and repair of buildings of the Connell Agricultural School at Helena, Oklahoma, for the fiscal year ending June 30, 1916, and for the fiscal year ending June 30, 1917, said sum herein appropriated being appropriated as follows, to-wit:

For support and maintenance, including improvements and repairs for the year 1916, $15,500.

For support and maintenance, including improvements and repairs for the year 1917, $14,000.

CHAPTER 98.

COURT CLERK AT COLLINSVILLE AND CHELSEA.

AN ACT creating the office of clerk of the county court at Collinsville, and Chelsea, and providing for the appointment, and fixing the compensation; repealing all acts in conflict herewith, and declaring an emergency.

Appointment-Salaries.

Section 1. The office of clerk of the county court at Collinsville, Oklahoma, and Chelsea, Oklahoma, is hereby created, and the county judge of Rogers county shall appoint a clerk of the county court at Collinsville and Chelsea, who shall, before entering upon the discharge of their respective duties, file with the county clerk a bond in the sum of two thousand ($2,000.00) dollars, for the faithful performance of his duties, said bond to be approved by the county commissioners. Said clerk appointed for the court at Collinsville shall be a resident of Collinsville and shall receive a salary not to exceed fifty ($50.00) dollars per month, and said clerk appointed for the court at Chelsea shall be a resident of Chelsea and shall receive a salary of not to exceed ($50.00) dollars per month, said salaries to be paid monthly out of the salary fund.

Powers and Duties-Qualification.

Section 2. Said clerks shall possess all the powers and all the duties which the court clerk now has with reference to the county court at Collinsville and Chelsea. He shall be a person not under the age of 25 years, his name must appear upon the tax roll of the town to which he is appointed said clerk, and be a legal voter in said town for state and county officers. He shall keep his office open on each day (Sundays and holidays excepted) from the hour of 9 o'clock a. m. to the hour of 4 o'clock p. m.

Office Term.

Section 3. He shall not be permitted to office with any attorney at law. He shall keep all files and records belonging to said court at Collinsville and Chelsea in his office in an iron fire proof safe. He shall hold his office at the will

of the judge appointing him, but will terminate with the term of office of the judge appointing him; provided that the iron fire proof safe herein provided for, and the clerk's office and court room shall be furnished by the respective cities free of cost to the county of Rogers.

Emergency.

Section 4. For the preservation of the public peace, health and safety, an emergency is hereby declared to exist by reason whereof this act shall take effect and be in force from and after its passage and approval. Approved March 10, 1915.

CHAPTER 99.

APPROPRIATION-CAMERON AGRICULTURAL SCHOOL.

AN ACT making an appropriation for the support and maintenance of the Cameron State School of Agriculture, located at Lawton, Oklahoma.

Be It Enacted By the People of the State of Oklahoma:

Appropriation.

Section 1. There is hereby appropriated out of any moneys in the state treasury, not otherwise appropriated, the sum of twenty-nine thousand ($29,000.00) dollars, or so much thereof as may be necessary for the support and maintenance of the Cameron State School of Agriculture, located at Lawton, Oklahoma, for the fiscal years ending June 30, 1916, and June 30, 1917, said sum herein appropriated being apportioned as follows, to-wit:

For support and maintenance, including repairs on buildings and improvements for the year 1916

Provided, that the president of said institution, may, with the consent and approval of the State Board of Agriculture, improve not to exceed twenty (20) acres of the premises owned by the state, and under the jurisdiction of said institution and said Board of Agriculture, by including such acreage and area in the federal reclamation irrigation project now being installed surrounding and adjacent to said institution; provided that if any such contract is made as herein provided, not to exceed one hundred and fifty ($150.00) dollars shall be used in any one year to meet the cost of such improvements.

APPROPRIATION-EDUCATIONAL INSTITUTIONS-SECTION 13

FUNDS.

AN ACT making an appropriation from the section 13 funds for the support and maintenance of certain educational institutions.

Be It Enacted By the People of the State of Oklahoma:
Section 13 Funds Apportioned.

Section 1. In pursuance of the division and distribution of section 13 funds provided for in section 7660, Revised Laws 1910, there is hereby appropriated for the respective institutions, hereinafter named, out of the section 13 funds, that is, funds collected from the income, interest, rentals and proceeds of sections 13 and of any indemnity land granted in lieu thereof, the following amounts for the respective fiscal years named to-wit:

Auditor to Issue Warrants-Restrictions and Liability.

Section 2. The State Auditor is hereby empowered and authorized to issue his warrant upon the State Treasurer for such portion of the appropriations made in section 1, hereof, as he may may find to be due upon the auditing of the respective claims in favor of the persons to which such claims are allowed; provided, that all claims and accounts against the State shall be itemized and shall show upon their face the fiscal year within which the same shall have accrued and shall be sworn to as being true and correct and shall bear the approval of the proper authority having control of each of such institutions before being audited.
