Resolved that his Excellency the Governor be requested to forward Copies of the above resolution rejecting on the part of and in behalf of the State of S° C the amendment proposed by the Congress of the U. S. & passed on the day of to the President of the Senate & the Speaker of the House of Representatives of the U. Resolved, That the amendment to the Constitution of the

September, 15th 1814.

United States, proposed at the Second Session of the Eleventh Congress, in the following words, viz. "If any Citizen of the United States shall accept, claim, receive or retain any title of nobility or honour, or shall, without the consent of Congress, accept and retain any present, pension, office or emolument, of any kind whatever, from any Emperor, King, Prince or foreign power, such person shall cease to be a citizen of the United States, and shall be incapable of holding any office of trust or profit under them, or either of them," be and the same is hereby disapproved of—

Joint Resolution to amend the Constitution of the United States.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled,

That the following article be proposed to the legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three-fourths of said legislatures, shall be valid, to all intents and purposes, as part of the said Constitution, viz:

Article XIII. No amendment shall be made to the Constitution which will authorize or give to Congress the power to abolish or interfere, within any State, with the domestic

institutions thereof, including that of persons held to labor

or service by the laws of said State.
