At almost all times a number of the skilled and common laborers included in the above are laid off when there is not sufficient work for them, and especially during winter the Superintendents are required to assign the men to work in relays, so as to give them all an opportunity for a part of the work, excepting the employes of long standing needed for the special work requiring experience and training, who are rarely laid off.

Thirty extra clerks required in the Treasury and nine in the City Clerk's department during a part of the year, have not yet been placed under the rules and are not embraced in the above report.

The city territory covers 21 square miles, or 13,600 acres. streets are 499.538 miles long, of which 73.936 miles are paved, 223.103 miles are otherwise improved, and 202.499 miles are unimproved. The water pipes laid now measure 318.585 miles. Considered in connection with the work being done in the public parks on the East, West, North and South Sides, many other improvements, the collection and disbursement through a thousand channels of nearly 4 million dollars in money, the reduction of the death rate to a minimum by improvements in the sanitary arrangements, the good and clean general condition of

the city, these figures will fully explain the necessity of so large a number of officers and employes.

In conclusion I take pleasure in stating that all departments of the City Service upon the whole comply willingly and in good faith with the requirements of the Civil Service Act and City Service Rules. I hope that it is a good foreboding for the future success of the reform.

APPLICATION FOR THE OFFICIAL SERVICE.

This application must be filled out by the applicant in his own handwriting, properly dated, and must be signed and sworn to by him.

This application must be accompanied by the certificates of not less than three reputable citizens of Milwaukee, who must be freeholders therein, not holding any city, county or state office, each stating that he has been personally acquainted with the applicant for at least three years

last past, and believes him to be of good moral character, of correct and orderly deportment, of temperate and industrious habits, and in all respects fit for the service he wishes to enter, and that such citizen is willing that his certificate should be made public. Additional certificates may be required in any case in the discretion of the Board.

Any false statement knowingly made by any applicant in his application for admission to any examination, or made at his request, or with his knowledge, in any certificate which may accompany his application, shall be regarded as good cause for excluding him from such examination, or for removing his name from any register or eligible list, or for his removal or discharge from office during probation or thereafter.

Defective applications will be returned to applicants and an opportunity given them to correct the same. Whenever any application shows that the applicant is not qualified under the rules and regulations of the Board, such application will be rejected and the applicant notified of the reason therefor.

The applicant will receive written notice from the Chief Examiner of the time and place of examination. The applicant must produce this notice at the place of examination, where it will be taken up by the Chief Examiner or person in charge of the examination.
