The application must be signed and sworn to by the applicant, but need not be in his own handwriting. If the applicant is not able to sign his name, he may sign by making his mark, which must be witnessed by the officer taking the affidavit. When properly filled out the application must be filed with the Chief Examiner at the office of the Board. Applicants must be citizens of the United States, of the age of twenty-one years or over, and must have resided in the City of Milwaukee at least three years.
