H To the Senate and House of Representatives: For the information of the Congress, and with a view to such action on its part as it may deem wise and appropriate, I transmit a report of the Secretary of War made to me under date of January 24, 1901, containing the reports of the Taft Commission, its several acts of legislation, and other important information relating to the conditions and immediate wants of the Philippine Islands. I earnestly recommend legislation under which the government of the islands may have authority to assist in their peaceful industrial development in the directions indicated by the Secretary of War.
