Lansing, Monday, January 8, 1923. 8:00 o'clock p. m.

The House was called to order by the Speaker.

Rev. J. C. Gibson, Chaplain of the Industrial School for Boys, offered the invocation:

"Let us pray. Almighty God, Our Heavenly Father, we come into Thy presence at this time to ask Thy blessing to rest most graciously on this body as they meet in this Capitol building to transact business for this Commonwealth that concerns the homes and welfare of this State. We ask Thy blessing on the business of this hour. Help us in every act to know more of Thy presence. We ask it in Christ's Amen."

The roll of the House was called by the Clerk, who announced that a quorum was present.

The following members were absent with leave: Messrs. Dawe, Dykstra, McEachron, Rasmussen, Rauchholz, Read, George C. Watson, J. E. Watson.

The following members were absent without leave: Messrs. Gus A. Braun, Bristow, Bryan, Butler, Dacey, Evans, Ferris, Howarth, Johnson, Lennon, Nevins, O'Brien, O'Connell, Palmer, Odell, Rowe, Smith, Strauch, Titus, Town, Wardell.

Mr. Espie asked and obtained leave of absence from Tuesday's and Wednesday's sessions.

Mr. Curtis moved that Mr. Nevins be excused from Monday's, Tuesday's and Wednesday's sessions.

The motion prevailed.

Mr. Farrier moved that Mr. O'Brien be excused from today's and tomorrow's sessions.

Mr. Wade moved that Mr. Odell be excused from today's and tomorrow's sessions. The motion prevailed.

Presentation of Petitions

Mr. Little presented

Petition No. 1.

Petition of Nelson L. Frownfelter and 46 other citizens of Logan township, Ogemaw county, asking that it be made unlawful to use bird dogs while hunting game birds in their township.

The petition was referred to the Committee on Conservation.

Mr. Espie presented

Petition No. 2.

Resolutions of Bengal Grange No. 225 in favor of an appropriation of sufficient funds to continue the campaign for the eradication of Bovine tuberculosis. The petition was referred to the Committee on Agriculture.

Introduction of Bills

Mr. Henze introduced

House Bill No. 4, entitled

A bill to amend section 38 of chapter 7 of Act 215 of the Public Acts of 1895, entitled "An act to provide for the incorporation of cities of the fourth class," being section 2976 of the Compiled Laws of 1915.

The bill was read a first and second time by its title and referred to the Committee on City Corporations.

Mr. Henze introduced

House Bill No. 5, entitled

A bill to amend section 7 of Act 6 of the Public Acts of the Extra Session of 1907, entitled "An act to define and to regulate the treatment and control of dependent, neglected and delinquent children; to prescribe the jurisdiction of the probate court, and the powers, duties and compensation of the probate judge and the probate register with regard thereto; to provide for the appointment of county agents, register of the juvenile division and probation officers, and to prescribe their powers, duties and compensation and to provide for the granting of re-hearings and modifications of orders, sentences and decrees of said court," being section 2017 of the Compiled Laws of 1915, as last amended by Act 16 of the Public Acts of the First Extra Session of 1921.

The bill was read a first and second time by its title and referred to the Committee on Judiciary.

House Bill No. 6, entitled

A bill providing for the protection and assistance of aged persons under certain conditions in the State of Michigan and prescribing penalties for violation of the provisions hereof and making an appropriation for the carrying out of its purposes. The bill was read a first and second time by its title and referred to the Committee on State Affairs.

Mr. Corliss introduced

House Bill No. 7, entitled

A bill providing for the establishment and maintenance of a bureau of registration for the State of Michigan.

The bill was read a first and second time by its title and referred to the Committee on State Affairs.

Mr. Brown introduced

House Bill No. 8, entitled

A bill providing for the protection and assistance of aged persons, prescribing penalties for violation thereof, and making an appropriation for the carrying out of its purposes.

The bill was read a first and second time by its title and referred to the Committee on State Affairs.

Mr. Little introduced

House Bill No. 9, entitled

A bill to amend section 9 of chapter 1, of part 3 of Act 84 of the Public Acts of 1921, entitled "An act to provide for the organization, regulation and classification of domestic corporations; to prescribe their rights, powers, privileges and immunities; to prescribe the conditions upon which corporations may exercise their franchises; to provide for the inclusion of certain existing corporatons within the provisions of this act; to prescribe the terms and conditions upon which foreign corporations may be admitted to carry on business within this State; to prescribe penalties for violations of the provisions of this act, and to repeal certain acts and parts of acts relating to corporations."

The bill was read a first and second time by its title and referred to the Committee on Private Corporations.

Mr. Corliss made written request for the printing of
House Bill No. 2.

A bill to amend the election law.

The request was referred to the Committee on Printing.

Mr. Corliss also made written request for the printing of
House Bill No. 3.

A bill to amend the corporation law.

The request was referred to the Committee on Printing.

Mr. Leedy moved that the House adjourn.

The motion prevailed.

The Speaker declared the House adjourned until Tuesday, Jan. 9, at 2 o'clock, p. m.

Rev. G. H. Ashworth, of the Universalist Church of Lansing, offered the invocation:

"In this afternoon hour, Our Father, we stand in Thy presence grateful for the assistance which Thou hast given to us. Help us to feel that we are in Thy service, that we are commissioned by Thy love to execute Thy law. Guide us in the outward form of our life so that the deeds formulating themselves in our conduct will partake of the character of our thoughts, as those thoughts are formulated in the character of Thy word. Guide us by Thy spirit in all things that we do, and may these things give credit to and reveal the Divine order that lives in these hearts, and express Thy spirit in legislation that will contribute to the uplift of mankind and keep the fair name of our State on the roll of honor. Make us worthy of the commission that Thou hast placed in our hands. In Thy name and spirit we ask these blessings. Amen."

Mr. Richards asked and obtained leave of absence from Thursday's session.

Mr. Look moved that a leave of absence be granted to the members of the Committee on Newberry State Hospital for the remainder of the week. The motion prevailed.

Mr. Green moved that an indefinite leave of absence be granted to the members of the Committee on State House of Correction and Branch State Prison in Upper Peninsula.

The motion prevailed.

Mr. Lennon moved that a leave of absence be granted to Mr. Ormsbee for today and the remaining sessions of this week.

The motion prevailed.

Mr. MacDonald moved that the other absentees without leave be excused from today's session.
