The Senate reconvened at the expiration of the recess and was called to order by the President.

A quorum of the Senate was present.

Mr. Whiteley moved that the Senate adjourn.

The motion prevailed, the time being 3:35 o'clock p. m.

Accordingly, the President declared the Senate adjourned until tomorrow, Thursday, December 6, 1923, at 2:00 o'clock p. m.

The Senate met pursuant to adjournment and was called to order by the President.

Rev. Frank Kingdon of the Central M. E. Church of Lansing, offered prayer.

The roll of the Senate was called by the Secretary.

Present: Senators Atwood, Bohn, Brower, Bernie L. Case, William L. Case, Condon, Connelly, Eldred, Gansser, Gettel, Glaspie, Hayes, Henry, Horton, Hunter, Johnson, Karcher, Leland, MacNaughton, Pearson, Penney, Ross, Sligh, Smith, Truettner, Whiteley, Wilcox, Wood, Young-29; a quorum.

Absent without leave: Senators Bahorski, Osborn and Riopelle-3.

Mr. MacNaughton moved that the absentees without leave be excused from today's session.

The motion prevailed.

Reports of Standing Committees.

Mr. Atwood submitted the following report:

The Committee on Apportionment respectfully reports back to the Senate the following entitled bill, with a substitute therefor having the same title, recommending that the substitute be agreed to and that the bill, as thus substituted, do pass: Senate bill No. 1, entitled

A bill to divide the State of Michigan into thirty-two senatorial districts.
The following is the substitute recommended by the committee:

A bill to divide the State of Michigan into thirty-two senatorial districts.
The People of the State of Michigan enact:

Section 1. The State of Michigan shall be divided into thirty-two senatorial districts and each district shall be entitled to elect one senator. Said district shall be constituted and numbered as follows:

The first district shall consist of the townships of Gratiot, Grosse Pointe and Hamtramck, the cities of Hamtramck and Highland Park, and the twenty-first ward of the city of Detroit in Wayne county;

The second district shall consist of the fifth, seventh, ninth and eleventh wards of the city of Detroit in Wayne county;

The third district shall consist of the first, second, third and fourth wards of the city of Detroit in Wayne county;

The fourth district shall consist of the township of Greenfield, and the fourteenth, sixteenth and eighteenth wards of the city of Detroit in Wayne county;

The fifth district shall consist of the townships of Brownstown, Canton, Dearborn, Ecorse, Grosse Fle, Huron, Livonia, Monguagon, Nankin, Northville, Plymouth, Redford, Romulus, Springwells, Sumpter, Taylor, and Van Buren, the cities of River Rouge and Wyandotte, and the twentieth ward of the city of Detroit in Wayne county;

The sixth district shall consist of the counties of Kalamazoo and St. Joseph; The seventh district shall consist of the counties of Berrien and Cass;

The eighth district shall consist of the counties of Allegan, Barry and Van Buren;

The ninth district shall consist of the counties of Branch and Calhoun; The tenth district shall consist of the counties of Hillsdale and Jackson; The eleventh district shall consist of the counties of Lapeer, Macomb and St. Clair;

The twelfth district shall consist of the counties of Oakland and Washtenaw; The thirteenth district shall consist of the county of Genesee.

The fourteenth district shall consist of the counties of Ingham and Livingston. The fifteenth district shall consist of the counties of Clinton, Eaton and Shiawassee.

The sixteenth district shall consist of the second and third wards of the city of Grand Rapids in Kent county;

The seventeenth district shall consist of the townships of Ada, Algoma, Alpine, Bowne, Byron, Caledonia, Cannon, Cascade, Courtland, Gaines, Grand Rapids, Grattan, Lowell, Nelson, Oakfield, Paris, Plainfield, Solon, Sparta, Spencer, Tyrone, Vergennes, Walker, and Wyoming, and the first ward of the city of Grand Rapids in Kent county;

The eighteenth district shall consist of the thirteenth, fifteenth, seventeenth and nineteenth wards of the city of Detroit in Wayne county;

The nineteenth district shall consist of the counties of Lenawee and Monroe; The twentieth district shall consist of the counties of Huron, Sanilac and Tuscola;

The twenty-first district shall consist of the sixth, eighth, tenth and twelfth wards of the city of Detroit in Wayne county;

The twenty-second district shall consist of the county of Saginaw;

The twenty-third district shall consist of the counties of Muskegon and Ottawa; The twenty-fourth district shall consist of the counties of Bay, Isabella and Midland;

The twenty-fifth district shall consist of the counties of Gratiot, Ionia, Mecosta and Montcalm;

The twenty-sixth district shall consist of the counties of Lake, Manistee, Mason, Newaygo and Oceana;

The twenty-seventh district shall consist of the counties of Antrim, Benzie, Grand Traverse, Kalkaska, Leelanau, Missaukee and Wexford;

The twenty-eighth district shall consist of the counties of Alcona, Arenac, Clare, Crawford, Gladwin, Iosco, Ogemaw, Osceola, Oscoda and Roscommon;

The twenty-ninth district shall consist of the counties of Alpena, Charlevoix, Cheboygan, Emmet, Montmorency, Otsego and Presque Isle.

The thirtieth district shall consist of the counties of Alger, Chippewa, Delta, Luce, Mackinac, Menominee and Schoolcraft;

The thirty-first district shall consist of the counties of Dickinson, Gogebic, Iron and Marquette;

The thirty-second district shall consist of the counties of Baraga, Houghton, Keweenaw and Ontonagon.

The report was accepted.

The bill as substituted was ordered printed and pending reference of the bill to the Committee of the Whole,

Mr. Atwood moved that the rules be suspended and that the bill be placed on its immediate passage.

The motion prevailed, two-thirds of the Senators present voting therefor.

The bill was read a third time and, the question being on its passage, the roll was called and the Senators voted as follows:

So, a majority of all the Senators-elect having voted therefor,

The bill was passed.

The Senate agreed to the title of the bill.

Mr. Smith moved that when the Senate adjourns today it stand adjourned until tomorrow, Friday, December 7, 1923, at 10.00 o'clock a. m.

The motion prevailed.

Mr. Wood moved that when the Senate adjourns tomorrow it stand adjourned until Monday, December 10, 1923, at 9:00 o'clock p. m.

The motion prevailed.

Mr. Penney moved that the Senate adjourn.

The motion prevailed, the time being 2:30 o'clock p. m.

Accordingly, and in pursuance of the order previously made, the President declared the Senate adjourned until tomorrow, Friday, December 7, 1923, at 10:00 o'clock a. m.
