A bill to regulate the creation, filing and enforcement of mortgages of goods, chattels or choses in action to avoid the effect of such mortgages in certain cases as against purchasers, creditors and other mortgagees, with certain penalties; to forbid the making of such mortgages with pref.. erences by insolvent merchants and manufacturers under the penalty of having the same declared general assignments; and to repeal Secs. 6193, 6196 and 6197 of Chap. 234 of Vol. 2 of Howell's annotated statutes of Michigan, and all acts and parts of acts contravening the provisions of this act;
