THE GROUPING OF EMPLOYEES BY DESIGNATION.

First group (all skilled laborers). --Assistant doorkeepers, boxers, captains of watch, charge of charwomen, charge of countingroom, charge of delivery room, charge of glue room, charge of gold sweepings, charge of helpers, charge of numbering, charge of pieco sewers, charge of sewing machines, charge of stitching machines, charge of warehouse, counters, directresses, doorkeepers, examiners, feeders, fire n, floor hands (not mechanics), folders, gold workers, helpers, hoisters, hydraulic pressmen, knife grinders, leather cutters, leather parers, messengers, numberers, operators, paper cutters, perforators, sawyers, sewers, stablemen, telephone operator, wagonmaster, wagon messengers, watchmen, yardmaster.

Second group (all persons employed in the mechanical trades, including proof readers and copyholders). -Assistant foremen of divisions, assistant foreman of printing, binders, blacksmiths, carpenters, charge of carpenters, charge of pamphlet maching, charge of plates, charge of web presses, charge of “Y;" chief electrician, chief engineer, chief machinist, compositors, copyholders, electricians, electrotypers, engineers, floor hands (mechanics), foreman of binding, foremen cf divisions, foreman of printing, imposers, machinists, makers-up, marblers, painters, plumbers, pressmen, readers, roller makers, saw grinders, stereotypers, superintendent of building, superintendent of paper warehouse.

Third group (all persons employed in a clerical capacity).-Cashier, chief clerk, clerks, storekeeper, superintendent of documents, telegrapher.

CUSTOMS SERVICE.

(Effective May 20, 1896.) Until permanent promotion regulations shall be applied to a customs district the following promotions may bo made therein at any time after absolute appointment:

(a) Any employee, to the next higher class in the same grado upon any test of fit. ness determined upon by the nominating officer.

(b) Any employee, to the lowest class in any other grade, or to a class no higlier than the class from which transferred, upon passing a noncompetitive examination for that grade.

(c) Storekeepers and assistant storekeepers shall be classed as clerks, and vacaucies in that class shall be filled by assignments from the grade of clerk.

GENERAL REGULATIONS.

TREASURY DEPARTMENT.

NEW YORK CUSTOMS DISTRICT.

(Regulations in effect November 12, 1896.)

REGULATION I.

1. Vacancies, except in the lowest class of any grade, shall be filled by promotion or transfer, unless specially provided for by open competitive examination.

2. All promotions, unless specially excepted, shall be from the class immediately below that in which the vacancy exists, after service of at least six months therein, and upon certification by the board of examiners: Provided, That if in any examination for promotion the competitors in the next lower class shall not exceed three in number the board of examiners may, at its discretion, open the examination to those who have served less than six months in that class and to one or more of the classes below, or, if more than three competitors are not obtained by this means, to open competition.

REGULATION II,

Any person wishing to be examined for promotion must personally record his application in a book provided for the purpose in the office of the secretary of the board of examiners, stating the position and office in which he is employed and the position for which he wishes to be examined. Those persons only who hold positions in the classified servico not excepted from examination are eligible to be examined for promotion, and may be promoted only in the office in which they are employed.

REGULATION III.

1. Examinations for promotion to Classes E, 1, 2, 3, and 4, clerk's grade, in all offices, shall be held annually, commencing on the first Monday in December; applications must be recorded with the secretary of the board of examiners at least twenty days before the first Monday in December. These examinations may be held at other times when, in tho opinion of the board of examiners, approved by the Civil Service Commission, it shall be necessary.

2. Any clerk or messenger in Class A, B, C, or D who has been absolutely appointed may be examined for promotion to clerk Class E, and any clerk who has served for six inonths in Class E, 1, 2, or 3 may bo examinod for promotion to the next higher class.

3. Any sampler who has served one year since his absolute appointment may be examined for promotion to clerk class 1, appraiser's office.

4. Any inspector who has served one year since his absolute appointment may be examined for promotion to clerk class 2, collector's office: Provided, That any inspector who was transferred to such position from a clerkship in class 2 may be examined for promotion to clerk class 3, collector's office, without regard to the length of timo he has served as inspector.

5. Any inspector for admeasurement of vessels who has served one year since liis absolute appointment may be examined for promotion to clerk class 2, surveyor's office.

REGULATION IV.

Examinations for promotion to the positions of weigher and of gauger shall be held when required to fill vacancies; any assistant weigher, assistant gauger, or inspector who has been absolutely appointed shall be eligible for such examinations, and competition for these positions shall be limited to assistant weighers, assistant gaugers, and inspectors.

REGULATION V. Examinations for promotion or transfer not specifically provided for in the foregoing regulations may be held at such times as, in the opinion of the board of examiners, approved by the Civil Service Commission, the needs of the service may require.

REGULATION VI.

When any examinations other than those scheduled for December are ordered, due notice thereof shall be posted in the office for which such examinations are to be held, stating the time and place of examination and the time when applications must be recorded.

REGULATION VII.

The examinations shall be held upon such subjects as, in the opinion of the board of examiners, with the approval of the Commission, the general nature of the business of the office and the special nature of the positions to be filled may require. In grading the competitors, weight equal to that of the written examination shall be given to the efficiency with which the several competitors shall have performed their duties. Every competitor obtaining a general average of 75 per centum sball be eligible to promotion.

REGULATION VIII.

From the list of eligibles from which promotion is to be made the three eligibles highest in grade shall be certified for each vacancy: Provided, That in the office of the collector the three eligibles highest in grade in that office, or the three eligibles highest in grade in the division in which the vacancy exists, may be certified, the roquisition of the collector to indicate which kind of certification is desired : Provided further, That no eligible shall be certified more than three times, and that the period of eligibility shall be one year from the date of registration, except that the eligibility of persons reexamined for the same class shall expire upon the date the new register takes effect.

REGULATION IX.

1. Vacancies in classes 5 and 6, examiner's grade, shall be filled by promotion from classes 4 and 5, respectively, examiner's grade, upon certification that the person to be promoted has passed an examination for the position of examiner and has served at least six months in tho class from which he is to be promoted.

2. Vacancies in class 1, sampler's grade, shall be filled by promotion from Class E, sampler's grade, upon certification that the person to be promoted has passed an examination for the position of sampler and has served at least six months in such position.

3. Vacancies in class 2, assistant weigher's grade, shall be filled by promotion from Class E, assistant weigher's grade, upon certification that the person to be promoted has passed an examination for the position of assistant weigher and has served at least six months in such position.

4. Vacancies in the grade of storekeeper shall be filled by assignment of clerks in samo class, or by promotion of clerks in the next lower class, and storekeepers shall be entitled to the same opportunities for promotion as clerks of the same class.

5. Vacancies in the grades of stenographer, carpenter, and engineer may be filled by promotion in each grade, respectively, upon certification that the person to be promoted has passed an examination for the position in which he is serving, or by open competitivo examination, without regard to the class in which the vacancy exists.

6. Vacancies in classes 5 and 6, not otherwise provided for, shall be filled by promotion from the next lower classes, respectively, upon certification that the person to be promoted has passed an examination equal to that required for class 4 and has served at least six months in the class from which he is to be promoted.

7. Vacancies in any class below Class E may be filled by promotion of persons in the same grade without certification and without regard to class, or by appointment from the registers of those eligible for entrance to the service in the grade in which the vacancy exists.

REGULATION X.

Any person holding a position not excepted from osamination may be transferred (first) to a position in the same class, and requiring no higher examination, and in the same office, or (second) to a position in the same class, and requiring no higher examination, in another office in this district, with the consent of the hoads of the respective offices, upon certification by the board of examiners that he has passed an examination for the class in which he is doing duty and has served six months consecutively in the office from which he is to be transferred: Provided, That a person whose name is on the promotion eligible register of the collector's office, who is transferred from one division to another division in that office, shall not be eligible for certification in the division to which transferred, under the second clause of the first proviso of Regulation VIII, until he has served six months tuercin or has entered upon a new period of eligibility as the result of another regular promotion examination taken subsequent to the transfer.

REGULATIOX XI.

The Civil Service Commission may at any time amend these regulations or substituto other regulations therefor.

SUBTREASURY SERVICE.

TREASURY DEPARTMENT, OFFICE OF THE SECRETARY,

Washington, D. C., February 15, 1897.

1.-CLASSIFICATION AND SCHEDULES.

The officers and employees in the offices of the several assistant treasurers of the United States included within the provisions of the civil-service law and rules are hereby arranged in the following classes and schedules:

(1) Class A.-All persons receiving an annual salary of less than $720, or a compensation at the rate of less than $720 per annum.

Class B.-All persons receiving an annual salary of $720 or more, or a compensation at the rate of $720 or moro, but less than $840 per annum.

Class C.-All persons receiving an annual salary of $840 or more, or a compensation at the rate of $840 or more, but less than $900 per annum.

Class D.-All persons receiving an annual salary of $900 or more, or a compensation at the rate of $900 or more, but less than $1,000 per annum.

Class E.-All persons receiving an annual salary of $1,000 or more, or a compensation at the rate of $1,000 or more, but less than $1,200 per annun.

Class 1.-All persons receiving an annual salary of $1,200 or more, or a compensation at the rate of $1,200 or more, but less than $1,400 per annum.

Class 2.-All persons receiving an annual salary of $1,400 or more, or a compensation at the rate of $1,400 or more, but less than $1,600 per annum.

Class 3.-All persons receiving an annual salary of $1,600 or more, or a compensation at the rato of $1,600 or more, but less than $1,800 per annum.

Class 4.-All persons receiving an annual salary of $1,800 or more, or a compensation at tho rate of $1,800 or moro, but less than $2,000 per annum.

Class 5.-All persons receiving an annual salary of $2,000 or more, or a compensation at the rate of $2,000 or more, but less than $2,500 per annum.

Class 6.-All persons receiving an annual salary of $2,500 or more, or a compensation at the rate of $2,500 or more per annum.

(2) Schedule A.–Fiduciary positions: The officers, chiefs of division, tellers, assistant tellers, and other employees in the several monetary divisions, embracing thoso engaged in the handling of money, bonds, coupons, checks, and other representatives of money

Schedule B.-Clerical positions: Chiefs of division, bookkeepers, and other employees engaged upon merely clerical work.

Schedule C.-Miscellaneous positions: Employees having the care and custody of the building, including the superintendent of tho building, detectives, messengers, hall men, engineers, watchmen, janitors, and classified laborers.

II.-EXAMINATIONS.

Where vacancies can not be suitably filled by transfer or promotion, the following competitive examinations shall be provided to test the fitness of applicants for admission to the different schedules, and special registers shall be established for this service, copies of which shall be kept by the local subtreasury civil servico boards.

Schedule A.—The existing first.grade examination in orthography, penmanship, copying, letter writing, and arithmetic, and such other subjects pertaining to tho duties of the position to be filled as the assistant treasurer may determine. Applicant for examination for this schedule must have had at least three years of experience in similar duties.

Schedule B.—The existing first-grado cxamination in orthography, penmanship, copying, letter writing, and arithmetic, and tho elements of bookkeeping.

Schedule C.—The existing third-grade examination in orthography, penmanship, copying, letter writing, and arithmetic, and such practical questions pertaining to the duties of the position to be filled as the assistant treasurer may determine.

Rigid tests of character and integrity shall be applied to all applicants by the local subtreasury civil-service. boards, and only those satisfactorily meeting such tests shall be eligible to compete in the examinations. The tests shall consist of confidential inquiries to former employers and others, and such other means as may be found practicable and satisfactory to the several assistant treasurers and the Civil Service Commission,

In addition to the subjects above enumerated, experience in similar duties shall be considered an element in each of these examinations for Schedules A and B, to bo graded as follows:

Less than three years' experience, excluded from examination.
For three years' experienco, a credit of 70 per

cent.
For four years' experience, a credit of 75 per cent.
For five years' experience, a credit of 80 per cent.
For six years' experience, a credit of 85 per cent.
For seven years' experience, a credit of 90 per cent.
For eight years' experience, a credit of 95 per cent.
For nine years' experience, a credit of 98 per cent.
For ten or more years' experience, a credit of 100 per cent.

The subject of experience shall have a relative weight of at least 30 per cent of the entire examination.

A board of examiners shall be appointed in each subtreasury from among the officers and employees therein, in accordance with Civil Service Rule IV, section 5.

III.--PROMOTIONS AND TRANSFERS.

No promotion shall be made from Schedule C to any position in Schedules A or B until after one year's service, except where there are no eligibles who are willing to accept such promotion, and after examination prescribed for original entrance to the position to which promotion is proposed. Promotions may be made from one class to another class within a schedule, or from Schedule B to Schedule A, upon such tests of fitness as the assistant treasurər may determine, not disapproved by the United States Civil Service Commission at Washington, D. C., subject to the provisions of Civil Service Rule XI.

An efficiency record shall be established in each division, and the assistant treasurer shall have the power to reduce an employee from one class to a lower class in case the employee does not attain to the minimum rate of efficiency fixed for such class; but transfers from a lower class to a higher class shall be made only in accordauce with the tests provided for in the preceding paragraph.

IV.-MISCELLANEOUS.

No officer shall dismiss, or cause to bo dismissed, or make any demand to procure tho dismissal of, or in any manner change the official rank or compensation of any other person in the subtreasury service because of his political or religious opinions or affiliations.
