NOTE.—This table is approximate because (1) the returns from tho Departments are of dates from September 1 to date of this table, November 18; (2) the appointments are those made upon direct certification to July 1, 1895; (3) there has been a constant current of transfers from one Department to another,

particularly from the War Department to the State, Post-Office, and Interior Departments and the Civil Service Commission. The other Departments have made transfers to and fro about equally.
