The results of the presidential preference primary are binding on delegates for all national convention ballots, unless the candidate receives less than one-third of the votes or releases the delegation (§ 8.12(3)(c)(5)).

WYOMING

Delegates to National Conventions:
Democratic: 15
Republican: 18

A. MANNER OF SELECTION

Delegates and alternates are elected by the State Convention of each political party (Wyoming Statutes Annotated, § 22-4118). Delegates and alternates to the State Convention are selected at county conventions to be held during the first fifteen days of March (§§ 22-4-106 to 22-4-108). Delegates to county conventions are members of the county central committee, but the party may provide an alternate method of selecting such delegates (§ 22-4-107).

Democrats:

The Democratic Party in Wyoming will select 15 delegates and 5 alternates to the 1984 Democratic National Convention by a two-tier caucus/convention process. The national convention delegation is selected by a State Convention composed of delegates selected at county conventions (March 10, 1984) as set by the State Central Committee.

Republicans:

The Republican Party in Wyoming will send 18 delegates and 18 alternates to the 1984 Republican National Convention. Precinct caucuses are scheduled 25 to 10 days before the county conventions. And the county conventions are to be held on March 1-15, 1984. At the State Convention on May 5, 1984, the counties will be divided into delegate districts, and each district will be entitled to 1 delegate and 1 alternate to the National Convention. The remaining 6 delegates and alternates shall be elected at-large by the State Convention.

B. Delegate Selection for Citizens Abroad and the
Territories

AMERICAN SAMOA [Democrats only] manner of selection Delegates to Democratic National Convention: 6

Representation in the 1984 Democratic National Convention was granted American Samoa by the Democratic National Committee on July 15, 1983. The delegates and alternates will be elected by a one-tier convention on March 13, 1984. Eight delegates will be elected but will have only six votes.

DEMOCRATS ABROAD

Delegates to Democratic National Convention: 5

Democrats:

In 1984, a mail ballot will be sent out on February 11, which must be returned by March 13.

[There is no representation at the Republican National Convention from Republicans Abroad.]

GUAM

Delegates to National Conventions:
Democratic: 7

Republican: 4

Democrats:

The national convention delegates will be elected by a onetier convention at a mass meeting on April 28, 1984.

Republicans:

District meetings will be scheduled to select delegates for a territorial convention which will in turn select national convention delegates.

LATIN AMERICAN REGIONAL DEMOCRATS
Delegates to Democratic National Convention: 5

Delegates to the 1984 Democratic National Convention will be selected by a regional convention on March 17, 1984.

[The Republican Party does not have representation to the Republican National Convention from the Latin American region.]

A primary for the expression of presidential preferences and the election of national convention delegates and alternatives will be held on the third Sunday in March, March 18,

1984, the State Convention on April 29, 1984 will choose the remainder of the delegation.

Republicans:

Delegates will be selected by a convention process. The presidential primary scheduled for February 19, 1984 was repealed.

VIRGIN ISLANDS

Delegates to National Conventions:

Democratic: 6
Republican: 4

Democrats:

The Democratic Party in the Virgin Islands will select its delegates through two district conventions held simultaneously on March 31, 1984.

Republicans:

The Republican Party in the Virgin Islands will begin its delegate selection process with two simultaneous mass meetings on St. Thomas and St. Croix, which have been tentatively scheduled for May 3, 1984.
