PREFACE

Neither in extent, nor in purpose, nor in method is the following work to be compared to a general treatise on constitutional law. An annotation of this sort deals with relatively few cases, but the smaller number of opinions to be considered is not without its disadvantages. A provision with but a single case touching it manifestly is not explained in the same detail as one which has been the subject of forty or fifty decisions. The work must appear very uneven, therefore. Decisions cannot be turned out to order for the purpose of making a complete and clear annotation. Furthermore there are many regions which can be but very briefly explored, since they lie upon the borderlands of, or even a little way beyond, the field of the constitution proper. It is difficult to know just how far to go. Another difficulty is that of distinguishing between decisions and dicta. The author cannot hope to have produced a perfect work and will appreciate any suggested corrections.
