A joint resolution for the relief of the Detroit, Hillsdale & Indiana Railroad Company.

Mr. Webber gave notice that on some future day he would ask leave to introduce

A bill to regulate the sale of medicines and poisons.

Mr. Osborn moved to take from the table the report of the committee on rules and joint rules, submitted yesterday, recommending the following amendments to the standing rules of the Senate:

First, That Rule 14 be amended by striking out the word "reading," and inserting being read" in lieu thereof;

Second, That Rule 23 be amended by adding to the end thereof the words, "and this Rule shall not he suspended in relation to bills amending acts of incorporation" [see Art. XV., Sec. 16. Const., and the laws thereon];

Third, That Rule 40 he amended by striking out all after the word "unless,' in next to last line, and inserting in lien thereof the words "otherwise disposed of by the Senate; "

Fourth, Amend the title "Executive Session," preceding Rule 48, by making the same read "Executive and Secret Sessions;

Which motion prevailed.

The question being on concurring in the recommendations of the committee, The same were concurred in.

Mr. Osborn moved to amend Rule 48 of the Standing Rules of the Senate by inserting after the word "secrecy," the words "or on motion made and carried that the Senate go into executive session;"

Which was agreed to.

Mr. Boies moved that the committee of the whole be discharged from the further consideration of Senate joint resolution No. 2, and that the same be placed on its immediate passage;

Which motion prevailed.

The joint resolution was then read a third time, and pending the taking of the vote thereon,

Mr. Webber moved to amend the joint resolution by striking out of line two the word "requested," and inserting in lieu thereof the word "required;" Which was agreed to.

Mr. Adair moved to further amend the joint resolution by striking out of. line five the word "tenth," and inserting in lieu thereof the word "twentieth," Which was agreed to.

The joint resolution as amended was then passed, a majority of the Senators elect voting therefor, by yeas and nays. as follows:

On motion of Mr. Boies,

By a vote of two-thirds of all the members elect, the joint resolution was ordered to take immediate effect.

Mr. Fancher gave notice that on some future day he would ask leave to introduce

A bill to amend section 1 of an act entitled "An act to provide for the transfer of the insane inmates of the Soldiers' Home at Detroit, or of any county jail in this State, who have been soldiers or marines of the United States to the credit of the State of Michigan, and who are not criminals, to the Insane Asylum at Kalamazoo," the same being Act No. 91 of Session Laws of 1873, approved April 15, 1873.

Mr. Warren gave notice that on some future day he would ask leave to introduce

A bill to establish a State Medical Board, to secure the registration of physicians, and to require of them certain general qualifications.

Also,

A bill to repeal an act entitled "An act to authorize the election of a township drain commissioner in each organized town, and to authorize him to locate, establish and construct ditches, drains and water courses in his respective towns, and to repeal all other drainage laws in relation thereto," approved April 13th, 1871, being chapter 48 of the Compiled Laws of 1871.

Mr. Boies gave notice that on some future day he would ask leave to introduce

A bill to amend section 23934, chapter 144, of the Compiled Laws of 1871, being section 8 of an act entitled "An act to provide for the selection, care, and disposition of the lands donated to the State of Michigan by act of Congress approved July 2, 1862. for the endowment of colleges for the benefit of agriculture and the mechanic arts," approved March 18, 1863.

After some time spent therein, the committee rose, and through their chairmar, made the following report:

The committee of the whole have had under consideration the following joint resolutions:

House joint resolution No. 7, entitled

Joint resolution asking Congress for an appropriation for the improvement of the harbor at Eagle Harbor, Keweenaw county, Michigan;

House joint resolution No. 6, entitled

Joint resolution asking Congress for an appropriation in money for the improvement of the harbor at Alpena, Alpena county, State of Michigan; House joint resolution No. 4, entitled

Joint resolution asking the Congress of the United States to aid the improvement of the navigation of Pine River in Charlevoix county, on Lake Michigan; House joint resolution No. 1, entitled,

A resolution asking Congress for an appropriation in money for the improvement of the harbors at St. Joseph, Benton Harbor, and New Buffalo, in the county of Berrien and State of Michigan;

Have made no amendments thereto, and have directed their chairman to report the same back to the Senate, and recommend their passage.

The committee of the whole have also had under consideration the following bill:

Senate bill No. 3, entitled:

A bill to facilitate the organization of mutual benefit and co-operative associations within this State;

Have made no amendments thereto, and have directed their chairman to report the same back to the Senate, and recommend their passage.

Report accepted and committee discharged.

The Sergeant-at-Arms announced a committee from the House, who informed the Senate that the House would be in readiness, at 12 o'clock M., to receive the Senate in joint convention to compare their votes for United States Senator.

The Senate proceeded to the Hall of the House of Representatives, to meet the House in joint convention.

The Senate returned to the Senate Chamber, and was called to order by the President.

Roll called: a quorum present.

The President announced that the Senate had met the House in joint convention, and compared their votes for Senator in the Congress of the United States in place of Hon. Zachariah Chandler, whose term of office expires on the fourth day of March next; and there being a disagreement between the two Houses, in compliance with law they had proceeded to vote for said Senator in Congress. but that no choice had been made.

On motion of Mr. Warren,

The Senate took a recess until 24 o'clock this afternoon.
