THE ILLUSTRATIONS. These are made from sketches and photo

graphs by Mr. Stanley and his staff. They are by the best American, English, and French artists, among whom are Mr. Frank Fowler, Mr. Carroll Beckwith, Mr. J. D. Woodward, Mr. Walter Wilson, Mr. Montbard, Mr. Riou, Mr. Forestier, Mr. Wardmuller, and Mr. Schonberg.

ÉDITION DE LUXE. There will also be an Édition de Luxe, with

the text on the best hand-made paper, and the illustrations specially printed from the wood blocks on India paper and mounted. It will contain additional illustrations, and the two portraits of Mr. Stanley, engraved on steel, will be the first impressions before letters, printed on Japanese paper and mounted. A review devoted to the historical, statistical and comparative study of politics, economics and public law.

Plan.

The field of the Quarterly is indicated by its title; its object is to give the results of scientific investigation in this field. The Quarterly follows the most important movements of foreign politics, but devotes chief attention to questions of present interest in the United States. On such questions its attitude is non-partisan. Every article is signed; and every article, including those of the editors, expresses simply the personal view of the writer.

Contributors. Among the writers for the Quarterly will be found many of the best-known authorities of the day; but also, and in almost every number, names new to the public. About half of its articles are written by university and college teachers; fully a half by politicians, lawyers, journalists and business men. The greater number of its contributors are Americans; but the list includes also English and Continental professors and publicists.
