House Bill No. 397 (file No. 212), entitled

A bill to amend chapter 4 of Act 283 of the Public Acts of 1909, entitled "An act to revise, consolidate and add to the laws relating to the establishment, opening, improvement, maintenance and use of the public highways and private roads, the condemnation of property and gravel therefor; the building, repairing and preservation of bridges; setting and protecting shade trees, drainage, cutting weeds and brush within this State, and providing for the election and defining the powers, duties and compensation of State, county, township and district highway officials," as amended, being sections 4347 to 4377, inclusive, of the Compiled Laws of 1915, by adding thereto one new section to stand as section 6-a, Was read a third time, and the question being on its passage,

Mr. Warner moved to amend the bill by striking out of line 3 of section 6-a the word "majority" and inserting in lieu thereof the word "two-thirds." The question being on the adoption of the amendment,

Mr. Warner demanded the yeas and nays.

The demand was seconded.

The motion made by Mr. Warner did not prevail, a majority of all the memberselect not voting therefor by yeas and nays as follows:

A bill for the suppression of contagious diseases among bees in the State of Michigan, placing the enforcement in the hands of the Commissioner of Agriculture, to fix penalties, and to repeal all other acts or parts of acts inconsistent herewith,

Was read a third time and passed, a majority of all the members-elect voting therefor, by yeas and nays, as follows:

The question being on agreeing to the title of the bill,

Mr. Manwaring moved to amend the title so as to read as follows:

A bill for the suppression of contagious diseases among bees in the State of Michigan, placing the enforcement in the hands of the Commissioner of Agriculture, to fix penalties, and to repeal Act No. 87 of the Public Acts of 1917.

The motion prevailed.

The title as amended was then agreed to.

House Joint Resolution No. 1 (file No. 188), entitled

A joint resolution proposing an amendment to section 1 of article 6 of the Constitution of the State of Michigan, relative to the election and terms of office of Governor and Lieutenant Governor, and the eligibility of persons to the office of Governor,

Was read a third time and, after debate,

Mr. Titus demanded the previous question.

The demand was seconded.

The question being, "Shall the main question be now put?"

The previous question was ordered.

The question being on the passage of the joint resolution,

A bill to amend sections three, four, four-a, four-b, and seven and to repeal section six of Act number eighty-five of the Public Acts of nineteen hundred twentyone, entitled "An act prescribing the fees, taxes and charges to be paid to the State by corporations doing or seeking to do business in this State; prescribing the method and basis of computing such fees, taxes and charges; requiring certain annual reports to be filed by corporations; providing for the disposition of the moneys received under this act and prescribing penalties for non-compliance with the provisions thereof,"
