Since the Report was put in type the following order respecting the evidence of State residence required.of applicants for the Departmental service, has been made by the Commission:

MINUTES, March 7, 1893, clause 2. Ordered, That on and after the 1st day of April next no application shall be accepted for an examination for the departmental service where the appointment would be charged to the apportionment unless it shall be shown to the satisfaction of the Commission that the applicant is at the time and has been for the six months next preceding actually living and residing and having his or her place of abode in the State in which residence is claimed, or that he or she is employed in the public service of said State or of the United States, or where the applicant pays poll tax or is a voter in said State, or is the wife or minor child of a person who is then in the public service of the State or of the United States as aforesaid, or is such voter or pays such poll tax.

In the execution of this order the following shall be observed:

1. If the applicant is absent from the State in which residence is claimed in the service of the State or of the United States such service must be shown by the certificate of the head of the department or office in which the applicant is serving, or by some other public functionary having official knowledge of the facts, such certificate to accompany the application. It must also be shown to the satisfaction of the Commission that at the time of entering upon such service the applicant was actually living and residing and having his or her place of abode in the State in which residence is claimed.

2. If the applicant, at the time of making the application, is absent from the State in which residence is claimed, and bases the claim of residence upon the fact of being a poll-tax payer or a voter in said State, such fact or facts relied upon to establish residence must be shown by the certificate, under seal, of the proper local official In case such official does not have and use an official seal, then his official status must be verified by the certificate, under seal, of some official having legal recognition of the same.

3. If the applicant is the wife or minor child of a person who is at the time of the application in the public service of the State or of the United States, as stated in the first paragraph of this order, or of a person who is a poll-tax payer or a voter, as stated in the second paragraph of this order, the facts in relation to the absence, service, and citizenship of such a person, or of his being a poll-tax payer or a voter, must be shown in the manner provided herein the same as if he himself were the applicant.
