"I voted 'no' in protest as to the way this bill was placed for consideration. I disapprove of this bill's introduction onto the floor of this House, the same as I do the way the same subject was disposed of earlier. I also voted against it because it was directly in contravention of the committee's recommendations."

Rev. Frank Kingdon, of the Central Methodist Episcopal Church of Lansing, offered the invocation:

"Our Father, Who art in Heaven. We hush our hearts a moment ere the day's work begins, in humble acknowledgment of our utter dependence upon Thee. Guide us in all this maze that we may walk uprightly in Thy paths, which may be pleasing in Thy sight. For Christ's sake. Amen."

The roll of the House was called by the Clerk, who announced that a quoruin was present.

Senate Bill No. 227 (file No. 225)-

A bill to amend Act No. 126, Public Acts of 1921-to increase penalty for violation of law in relation to lights on certain vehicles,

With the recommendation that the following amendments be adopted and that the bill then pass:

1. Amend by striking out of line 1 of section 1, the word "section" and inserting in lieu thereof the words "The title and sections one and."

2. Amend by inserting after enacting section 1, the following:

"TITLE

An act to regulate the use of the public streets and highways of the State by vehicles; to require vehicles to display lights during the period from one hour after sunset to one hour before sunrise; and to provide a penalty for the violation thereof.

Section 1. It is hereby declared to be unlawful for any person to drive, or to cause or permit to be driven, upon any street or highway of this State, any vehicle during the period, or any part or portion thereof, from one hour after sunset to one hour before sunrise unless there shall be displayed in a conspicuous place on the left side of such vehicle a light of such an arrangement and character that the same may be plainly seen either from the front or rear at a distance of not less than 300 feet."

3. Amend by striking out of line 3 of section 2, the word "fifty" and inserting in lieu thereof the word "twenty-five."

4. Amend by striking out of line 4 of section 2, the word "sixty" and inserting in lieu thereof the word "thirty."

A bill to amend Act No. 198, Public Acts of 1873, relative to formation of passenger trains,

With the recommendation that the following amendments be adopted and that the bill then pass:

1. Amend by striking out of line 4 of section 11 the words "(unless the greater part of said passenger car is constructed of steel);" and inserting in lieu thereof the words "unless said passenger car is of steel construction;"

2. Amend by striking out of lines 7 and 8 of section 11 the words "be punished accordingly" and inserting in lieu thereof the words "upon conviction thereof he shall be punished by a fine of not more than twenty-five dollars or by imprisonment in the county jail for not more than sixty days, or by both such fine and imprisonment in the discretion of the court".

The question being on the adoption of the amendments to the bill recommended by the committee,
