House Enrolled Act No. 83 (House Bill No. 438, file No. 277)

An act to make a deficiency appropriation for the Department of Agricultureslaughtered animals.

The following veto message from the Governor was received and read:

Executive Office, Lansing, May 5, 1925. To the Speaker of the House of Representatives:

I herewith return House Bill Number 8, (File No. 28), being,
House Enrolled Act Number 60, entitled,

"An act governing appeals in the Circuit Court and Supreme Court of causes from justices' courts, in cities of a population of three hundred thousand or more; to provide for stenographers in said justice courts to prepare the record on appeal; to repeal all acts inconsistent therewith, and to allow other cities to adopt the provisions hereof."

This is an act affecting the Justices' Courts of Detroit. At every session of the legislature, there are numerous proposals submitted, having for their purpose the elimination of claimed evils existing in these courts. At the session just closed, the whole subject was studied but no plan satisfactory to the interested parties or to the public, was agreed upon.

In my opinion, piecemeal legislation of any sort will not remedy existing conditions, but make them worse. I, therefore, withhold my approval of the act.

I am returning to you, herewithi, with my approval, House Enrolled Act No. 83, being House Bill No. 438, File No. 277, entitled,

"An act to make a deficiency appropriation for the Department of AgricultureSlaughtered Animals—for the fiscal year ending June thirty, nineteen hundred twenty-five, with the exception that the sum of sixty thousand dollars is hereby stricken from the appropriation of one hundred thousand dollars, provided for, leaving the same stand at forty thousand dollars.

While I consider the work of eradicating tuberculosis among cattle of prime importance, there will be little trouble experienced in completing the work now in progress for the present fiscal year for the last mentioned sum.
