A bill to authorize the common council of the village of Bellaire, Antrim county, subject to the approval of the electors of said village, to issue bonds for the purpose of reconstructing its electric light and power plant and to provide equipment therefor, and to provide for the payment of such bonds, Was read a third time and passed, a majority of all the members-elect voting therefor, by yeas and nays, as follows:

The House agreed to the title of the bill.

Mr. Beam moved that the bill be given immediate effect.

The motion prevailed, two-thirds of all the members-elect voting therefor.

Motions and Resolutions.

Mr. Lawson made written request for the printing of

House Bill No. 474

A bill to restore to the Michigan Public Utilities Commission all rights, including those given to the Michigan Railroad Commission.

The request was referred to the Committee on Printing.

Mr. DeBoer made written request for the printing of

House Bill No. 483

A bill to provide for the preparation of a contour topographical survey map of the State, and to make an appropriation therefor.

The request was referred to the Committee on Printing.

Mr. Hayes E. Wells made written request for the printing of

House Bill No. 486

A bill to make an additional appropriation for the building of armories.

The request was referred to the Committee on Printing.

Mr. Callender offered the following resolution:

House Resolution No. 19

A resolution relative to apportionment.

Whereas House Bill No. 162 entitled "A bill to provide for the apportionment of representatives among the several counties of the State" was introduced by Representative Culver on the 12th day of February, 1925, and referred to the Committee on Apportionment, and

Whereas, on the 3rd day of April, 1925, at a regular session of this House the Committee on Apportionment, by its Chairman, Walter J. Thomas, reported to this House a substitute bill, the contents and provisions of which were unknown to the majority members of this body, and

Whereas, the Journal of the House shows that a majority of the members thereof on said date voted not to receive and thereby learn the contents of said substitute bill, and

Whereas, it was impossible for the members to know the contents of said bill or whether the same pertained to the important subject of reapportionment of representatives as required by the Constitution, without first receiving and having opportunity to read and examine said substitute bill, therefore be it

Resolved, That a Committee of three (3) members be appointed by the Speaker of this House to forthwith procure from the standing Committee on Apportionment, said substitute bill above referred to or a copy thereof and report the same to this House with such recommendations as the Committee may deem proper.

The resolution was referred to the Committee on Rules and Resolutions.

General Orders of The Day.

The Speaker called Mr. Culver to the chair, to preside during the sitting of the Committee of the Whole.

After a time spent in the consideration of bills and joint resolution upon the general orders the committee rose and, through its chairman, made a report recommending the passage, without amendment, of the following bills and joint resolution:

A bill to provide for registration of births and deaths, appointment of registrars and physician's reports,

House Bill No. 253 (file No. 216)

A bill to amend Act No. 27, Public Acts of 1909-to abolish fee paid to physicians for reports on tubercular persons, and to provide for revocation of licenses for false reports,

House Bill No. 117 (file No. 236)—

A bill to amend Act No. 140, Public Acts of 1919-mechanic's lien,

House Joint Resolution No. 6 (file No. 237)

A joint resolution proposing an amendment to section 9, article 5 of the Constitution-increasing compensation of members of the legislature,

House Bill No. 396 (file No. 259)

A bill to prohibit obstructions and encroachments on public highways, etc. The bills and joint resolution were placed on the order of Third Reading of Bills.

The Committee of the Whole also reported

House Bill No. 427 (file No. 218)

A bill to authorize the sale of certain Kalamazoo State Hospital lands.

The committee recommended the adoption of the following amendment thereto, and the passage of the bill when so amended:

1. Amend by striking out of line 20 of section 1 the word "south" and inserting in lieu thereof the word "north".

The question being on the adoption of the proposed amendment made by the committee,

The amendment was adopted and the bill was placed on the order of Third Reading of Bills.

The Committee of the Whole also reported

House Bill No. 292 (file No. 260)

A bill to amend Act No. 302, Public Acts of 1915-an act to provide for the registration, identification and regulation of motor vehicles,

The committee recommended the adoption of the following amendments thereto, and the passage of the bill when so amended:

1. Amend by inserting in line 2 of section 5 after the letter "a" the word "revised."

2. Amend by inserting in line 2 of section 5 after the word "List" the word "monthly."

3. Amend by inserting in line 8 of section 29 after the word "be" the word "conclusively."

The question being on the adoption of the proposed amendments made by the committee,

The amendments were adopted and the bill was placed on the order of Third Reading of Bills.

The Committee of the Whole also reported

House Bill No. 288 (file No. 247)

A bill to authorize townships to acquire and operate hydro-electric plants. The committee recommended that the bill be re-referred to the Committee on Towns and Counties.

The question being on concurring in the recommendation made by the committee, The recommendation was concurred in and the bill was so referred.

By unanimous consent the House returned to the order of

Mr. DeBoer moved that the hour of the meeting of the House on Wednesday, April 8, be fixed at 10 o'clock a. m.

The motion prevailed.

Mr. Upjohn moved that a respectful message be sent to the Senate, requesting the return to the House of
