Mr. Curtis, having reserved the right to explain his vote, made the following statement:

"I have never voted upon any measure that hurts me more to vote 'no' on than this, but I have been consistently opposed to opening the gates to a pension system in Michigan. There have been bills introduced before this body to give a pension to people who are abundantly worthy. It has been a question of sympathy on the one hand, and judgment on the other. The bill has been before every session of the legislature for several sessions past. I have consistently opposed it. The biggest fight I have ever had was against the administration of this State for a pension system. I have been opposed to it and I am eternally opposed to it because I am opposed to Germanizing the State of Michigan in regard to a pension system. In my opinion there is no man in Michigan who is better entitled to some assistance on the part of the people, and I wish it could come in any other possible way than by opening the gates to a pension system in the State, as this does, because it does not close the gates there. It leaves room for other members of the supreme bench. For these reasons I have opposed this, hurt as it does."

A bill to amend sections 1 and 2 of Act No. 43 of the Public Acts of 1921, entitled "An act to protect and promote industrial and labor interests of the people of the State of Michigan; to create a Department of Labor and Industry and prescribe the powers and duties thereof; to provide for the transfer to said department, of powers and duties affecting labor and industrial matters now vested in certain other State boards, commissions, departments and officers and to abolish the boards, commissions, departments and offices, the powers and duties of which are hereby transferred,"

The question being on agreeing to the title of the bill,

Mr. Watson moved to amend the title so as to read as follows:

A bill to provide for the payment to the survivor of husband and wife, of land contracts, and of notes and other obligations secured by a mortgage, given as part of the purchase price of lands held as a tenancy by the entirety, and the vesting of the title of the mortgage or land contract in the survivor.

The motion prevailed.

The title as amended was then agreed to.

A bill to permit two or more counties to combine for the purpose of establishing a system of super-highways; to define the term "super-highways"; to designate the officers and their duties with respect thereto and give said counties the power to legislate for the regulation and control thereof,

Was read a third time, and, the question being on its passage,

Mr. Peters moved to amend the bill by inserting in line 8 of section 3 after the word "city" the words "and three other persons to be named by the board of supervisors of the county or counties not represented by a rapid transit commission."

The motion prevailed and the amendment was adopted, a majority of all the members-elect voting therefor.
