Messages from the Senate.

A message was received from the Senate requesting the re-transmission to the Senate of

House Bill No. 8 (file No. 28)—

A bill governing appeals in the circuit and Supreme courts, and to provide for court stenographers in certain cities.

Mr. Culver moved that the message be referred to the Committee on Judiciary. The motion prevailed.

A message was received from the Senate requesting the re-transmission to the Senate of

House Bill No. 382 (file No. 258)

A bill to authorize the village of Bellaire to issue bonds for the purpose of reconstructing its electric light and power plant.

Mr. Beam moved that the bill be recalled from the Clerk, to whom it had been referred for enrollment printing and presentation to the Governor, and that it then be retransmitted to the Senate in accordance with the request of the Senate therefor.

The motion prevailed.

A message was received from the Senate transmitting
Senate Bill No. 90 (file No. 308), entitled

A bill to provide for the completion, printing, binding, distribution and sale of the index of the Local and Special Acts of the State of Michigan; and to make an appropriation for the compensation and expense of the officers designated by Act No. 284 of the Public Acts of 1919 to make said index.

The message informed the House of Representatives that the Senate had passed the bill, and had ordered that it take immediate effect.

The bill was read a first and second time by its title and referred to the Committee on State Affairs.

A message was received from the Senate re-transmitting, together with the House amendments thereto, disagreed to by the Senate,

Senate Bill No. 154 (file No. 132)—

A bill to amend Act No. 84, Public Acts of 1909-to provide that veterans of all wars of the United States may have use of State armories.

The message informed the House of Representatives that the Senate had granted the request of the House of Representatives for a conference on the matters of difference between the two Houses relative to the bill, and that Senators Penney, Horton and Baxter had been appointed as conferees on the part of the Senate. The Speaker named as conferees on the part of the House of Representatives, Messrs. Dexter, Darin and David F. Morrison.

A bill to permit railroad companies and street railway companies to use motor vehicles not running upon rails.

The message informed the House of Representatives that the Senate had passed the bill.

Senate Bill No. 282 (file No. 285), entitled

A bill to amend section 4 of Act No. 130 of the Public Acts of 1917, entitled "An act to authorize the formation of health districts composed of contiguous townships and villages; for the appointment of a board of health therein; to define the powers and duties of said board; to authorize the employment of a district health officer, and to prescribe penalties for offenses hereby created," as amended by Act No. 221 of the Public Acts of 1919.

The message informed the House of Representatives that the Senate had passed the bill.

The bill was read a first and second time by its title and referred to the Committee on Public Health.

Senate Bill No. 288 (file No. 293), entitled

A bill to repeal Act No. 358 of the Public Acts of 1917, entitled "An act to provide for the protection of fish in the lakes known as Lake Pleasant and Elk Lake in the county of Lapeer," approved May 10, 1917.

The message informed the House of Representatives that the Senate had passed the bill.

The bill was read a first and second time by its title and referred to the Committee on Fish and Fisheries.

A message was received from the Senate returning with certain amendments House Bill No. 185 (file No. 268)

A bill to provide for the suppression and to prevent the spread of the European corn borer.

The following are the amendments made to the bill by the Senate:

(1) Amend Sec. 6, line 1, after the word "of', by striking out the word "twelve" and inserting in lieu thereof the word "twenty-five".

(2) Amend Sec. 6, line 3, after the word "of", by striking out the word "twelve" and inserting in lieu thereof the word "twenty-five".

The message informed the House of Representatives that the Senate had passed the bill as thus amended, and had ordered that it take immediate effect.

The Speaker announced that under Rule 58 the bill would lie over one day.

A bill to prohibit the removal of motor vehicles, purchased on contracts, from the state in which parties to contract reside.

A bill to make appropriations for the Department of Agriculture-inspection work.

The following are the amendments made to the bill by the Senate:

(1) Amend section 1, line 3, by striking out the figures "$25,000.00" and inserting in lieu thereof the figures "$50,000.00".

(2) Amend section 1, line 4, by striking out the figures "$25,000.00" and inserting in lieu thereof the figures "$50,000.00".

The message informed the House of Representatives that the Senate had passed the bill as thus amended, and had ordered that it take immediate effect.

A bill to provide for the protection of game and birds.

The following are the amendments made to the bill by the Senate:

(1) Section 3, line 4, after the word "preserve" insert the words "No person shall hunt in any manner on improved lands used and occupied as farm land by another without the consent of the owner or person in possession thereof". (2) Section 10, line 26, after the word "any" strike out the word "sneak". (3) Section 10, line 26, after the word "gun" insert the words "for each person".

(4) Section 11, line 3,.after the word "seasons" insert "or upon other birds at any time".

(5) Section 11, line 4, after the word "birds", insert comma and the word "quail,".

(6) Section 12, line 4, after the word "five;" insert the words "Chinese ringneck pheasants, two males".

(7) Section 12, line 7, after the word "fifteen" strike out the words "fox squirrels, five;"

(8) Section 12, line 11, after the word "ten;" insert the words "Chinese ringneck pheasants, four males".

(9) Amend section 12, line 14, after the word "all;", by striking out the words "fox squirrels five".

(10) Section 12, line 20, after the word "chicken;" strike out the words "fifteen fox squirrels;".

Section 12, line 21, after the word "week" strike out the words "Provided, That four" and lines 22, 23, 24, 25, 26, 27, 28, 29, and line 30 to and including the word "department" and insert in lieu thereof the words "Provided that spruce hens shall not be hunted or killed until the year nineteen hundred thirty".

(12) Section 12, line 36, after the word "season" strike out the words "October first" and insert in lieu thereof the words "September 15th".

(13) Section 12, strike out the words "October first" where they occur in lines 34, 38, 39, 40 and 41, and insert in each case in lieu thereof the words "September fifteenth".

(14) Section 13, line 3, after the word "season" strike out the words "Fox squirrels, October twenty-fifth to October thirtieth, both inclusive;".

(15) Section 13, line 7, after the word "inclusive" insert the words "pinnated grouse, commonly called prairie chicken,".

(16) Section 13, line 8, after the word "partridge" insert the words "Chinese ring-neck pheasants".

(17) Amend section 13 line 9 by striking out the word "thirtieth" and inserting in lieu thereof the word "thirty-first".

The message informed the House of Representatives that the Senate had passed the bill as thus amended.

The Speaker announced that under Rule 58 the bill would lie over one day.
