I should do injustice to my feelings, if I omitted to avail myself of the privilege which custom sanctions, of dedicating a Book to a distinguished contemporary, whose general principles are so much the object of my admiration, that I enjoy the highest satisfaction in having this opportunity of publicly avowing myself one of their most zealous promoters.

Your Lordship's brilliant public career has imposed on me, and on all genuine Britons, a debt of gratitude which I am proud to acknowledge, and of which I feel pleasure in being the contemporary.

As the diffuser of useful knowledge to the mass of the people, as the zealous patron of general education, as a practical philosopher, as an eloquent senator, as a conscientious lawyer, as a liberal statesman, and as a wise and loyal minister, with moral courage to reform abuses and to enforce improvements, your Lordship possesses my unbounded admiration, and I venture to assert that of millions of your grateful countrymen.

Your Lordship is too well acquainted with the inflexibility of the writer's character, to consider this declaration as the language of flattery directed to power. It is, on the contrary, a spontaneous and unsophisticated declaration, the object of which is to satisfy you that your
