The committee is in session this morning to hear from the United States Postal Service with regard to their 1985 budget request. Mr. Bolger, would you please proceed in any way you may desire. Mr. BOLGER. Thank you, Mr. Chairman. I am accompanied by Mr. Harold Hughes, our Deputy General Counsel; Mr. Michael Coughlin, our Senior Assistant Postmaster General for Finance; and Mr. William Johnstone, Assistant Postmaster General, Government Relations. These are all new players on the team. Mr. ROYBAL. On behalf of the committee, I would like to welcome the new players and wish them every success. APPROPRIATION REQUEST Mr. BOLGER. Mr. Chairman, for Fiscal Year 1985, the President has requested a total appropriation to the Postal Service of $691.5 million. This is a reduction of $187.5 million from the amount to be provided for Fiscal Year 1984 under last November's continuing resolution. REVENUE FORGONE Of the total request, $452 million is for revenue forgone to fund statutory authorizations for reduced rates of postage. As authorized, the revenue forgone subsidy is composed of three parts. The first part is the continuing appropriation, which is based on a permanent authorization to pay the reduced-rate mailers' share of the overhead of the postal system, as determined in postal |
